Description
The USDA, ARS, Contracts Branch is seeking information from interested sources, small businesses, 8(a) contractors, SDB contractors, HUBZone small business, and women-owned businesses, under SIC code 8744, NAICS 561210 (Size standard $20.0) to participate in a competition for operations and maintenance support services at Plum Island Animal Disease Center (PIADC) in Plum Island, New York. This is not a request for proposals. This request is for information and planning purposes only and is not to be construed as a commitment by the Government. USDA is in the process of developing a procurement strategy for a cost reimbursement type contract for a base and 6 option years that will satisfy its operational needs at PIADC. In the near future, the Agency will be seeking a qualified contractor to provide a full range of operations and maintenance support services for a biocontainment level 3 diagnostic laboratory. Services include heating, ventilation and air conditioning; janitorial, electrical, electronic, plumbing and pipefitting, carpentry and masonry, painting, security, refrigeration, storeroom, scientific illustrations/photography, waste water treatment, potable water, boiler plant, generator, receptionist/switchboard operator, mail, vehicle maintenance, vessel maintenance and transportation services. A performance-based, cost type contract is envisioned in which the contractor shall serve as a partner in achieving Agency goals and objectives. It is the intent of the Agency to include in the solicitation a statement of objectives which will describe the Agency's required outcomes. After issuing the solicitation, the Government intends to invite all potential offerors to the PIADC for a detailed site visit. The offerors shall submit a performance based statement of work, performance measures, performance incentive/deduct plans, and a quality control plan as its technical proposal. Offerors will also submit past performance information, key personnel candidates and a price proposal at the time of proposal submission. The Government intends to make a best value award to the offeror who offers the most advantageous offer to the Government.
