Description
RFQ-0113-DTJ US ENVIRONMENTAL PROTECTION AGENCY, REGION III HAS A REQUIREMENT FOR A CONTRACTOR TO PROVIDE LABOR AND MATERIALS IN THE IMPLEMENTATION OF A STUDENT ENVIRONMENTAL DEVELOPMENT PROGRAM IN THE WILMINGTON, DELAWARE AREA FOR ONE BASE YEAR AND TWO OPTION YEARS ACCORDING TO THE BELOW-NOTED STATEMENT OF WORK: 1.0 Program Description The Wilmington Student Environmental Development Program (Wilmington SEDP) is an Education and Outreach program which uses a holistic approach to teach middle school students in the City of Wilmington about environmental issues that impact upon their lives and their urban communities. The students are taught about to environmental topics, by a middle school teacher and through exposure to EPA staff and other area professionals as needed by the program. They will also do community based environmental projects and learn communication and presentation skills which enable them to go into their communities and work on environmental issues discussed during the summer program. They will also learn of environmental careers and opportunities in a manner which will encourage their interest in pursuing such opportunities in the future. The Wilmington program is in its second year and is based upon the Chester and Philadelphia SEDP format. The Wilmington SEDP program will run for the period of July 9 through August 24, 2001. 1.2 Statement of Work Under this Work Assignment, the contractor will find a site to host the project, design, develop and implement the Wilmington Student Environmental Development Program. The contractor will provide the following activities: Project evaluation, recruit students and hire staff as needed, handle and coordinate transportation issues, provide resources to the program. The contractor will conduct each of these activities in consultation with the EPA representatives as needed. The contractor will conduct the activities detailed below on an as-needed basis, unless otherwise indicated. 2.0 PROJECT APPROACH This section of the work plan describes, in detail, the approach the contractor will use to implement the Wilmington SEDP. It describes specific tasks to be performed. 2.1 Activities Activity 1: Perform Program Management Tasks The contractor will perform the following program management tasks; Develop a program plan and budget; Manage personnel, finances and direct activities; Develop a revised program plan and cost budget if necessary; Perform on-going financial reviews to ensure that cost overruns do not occur; Prepare weekly progress reports; . Provide payment for teachers, Provide stipends for students @ $300 per student for the program period, Provide a host site and other logistical support as needed. Activity 2: Perform Project Evaluation Activities Develop program evaluation process; Develop identifiable measures of success and failure for the program; Develop and conduct pre-program and post-program survey to evaluate the effectiveness of the program. Activity 3: Perform Recruitment Activities Develop and implement recruitment strategy for the selection of students; Recruit and/or provide a Program Director and Program Teacher. Activity 4: Perform Travel Related Tasks Setup, coordinate and arrange planning required for field trips, Provide financial management for all travel activities. 2.2 Program Management Activities, Activity and Due Date, Final Program Plan and Cost Estimate, June 25, 2001, Bi-weekly Progress/Financial Reports Every other Friday, Weekly stipends for students, Every other Wednesday, Provide final stipend for students, Final Wednesday of Program, Identify/recruit students June 4, 2001, Manage/arrange all planned field trip at least 2 weeks prior to the event. Provide final program close out report and evaluation by September 28, 2001. 3.0 PERSONNEL Program Personnel, Program Director, Program Teacher EPA Vista Volunteer, 12-15 students. Program Director: has the overall responsibility for the administration of the program and supervision of personnel. The director also will lead and supervise all on site activities. Works with the EPA representatives. Program Teacher: is responsible for planning and implementing the daily activities with the students. Also, to the extent that other environmental professionals are involved in the daily presentations with the students, coordinates and supports their preparation and presentations during the program. EPA Vista Volunteer: Provides support to the Project Director and Program Teacher on a as needed basis. Acts as liaison between EPA and contractor. Assists with other program related activities as needed, coordinates with the EPA staff. Students: 12-15 Seventh Grade students from the City of Wilmington, Delaware. 4.0 GENERAL The Wilmington SEDP program will run for the period of July 9 through August 24, 2001. The contractor will begin its program planning and implementation efforts as soon as practicable, but no later than May 1, of each year. All parties will share this information as needed. Under of this work assignment, the contractor is not an employee or agent of EPA. The program is managed, maintained and implemented by the contractor with assistance from EPA as needed. Payments are due to the students every other week to minimize additional administration. The contractor will communicate with EPA representatives on a regular basis, but no less than once a week, to discuss the progress of the assignment task(s). EPA will support the implementation of the Wilmington SEDP Program upon request from the contractor. Such support will include making available educational materials, environmental professionals or other resources, if available, at the time of the implementation of this program. The period of performance will be approximately three months. This procurement is being conducted under the Simplified Acquisition Procedures (SAP) FAR 13. This acquisition is a 100% set-aside for small businesses (SIC 8299 -- N.E.C. $5.0) Firm Fixed-Price contract with anticipated award date on or about June 4, 2001.
