RFP No. GSA-TFI-2001-039 Title: Partnership for Peace Information Management System (PIMS) This is Amendment 1 to Pre-solicitation notice GSA-TFI-2001-039. This is notice of the intended issuance of RFP GSA-TFI-2001-039 for the Partnership for Peace Information Management System (PIMS), a Follow-On Contract. The RFP can be expected on or about 17 May 2001. The PIMS requirement consists of a scope of specified services in support of the PIMS databases worldwide, being developmental in nature. The requirement defines a number of functional task areas to support. PIMS sites are presently located in Former Soviet Union (FSU) countries, Belgium, and the United States. The intended follow-on contract will provide for support and expansion of existing PIMS sites within 30-days of contract award. Task and Delivery orders under the newly awarded contract can be issued at any time after award. The successful contractor awarded this contract will as their first task be required to: _stand up_ SATCOM, Internet, and other support services_ capabilities to provide for the immediate support and continuation of services to the FSU and other locations currently in operation. Establish a new PIMS-contractor HQ location (currently in CONUS). Transition the day-to-day PIMS operations-center activities in Belgium (at a US facility) to their control. Initiate contact with all appropriate PIMS program management: James Hendrick et al. Database FSU-country local hires. As appropriate Partner country representatives who handle PIMS database matters for their respective nations and for which the contractor has or is expected to have established and maintained any direct involvement with. Accept new tasks under the new contract terms and conditions based on specific work statements GSA provides. A task SOW is issued by GSA based on PIMS program manager guidance. These define support to maintain the current system, to expand the system, to amend database functions, to develop new functionality, and more. All are OASD C3I program objectives the PIMS requires implementation thereof and which the SOWs will define the performance or functions thereof. These objectives are driven by US Policy requirements. For this contract Databases (DBs) and their aspects, their distribution, their functionality for a particular purpose as PIMS program management defines therefore must meet US Policy objectives in their implementation and promulgation. This also necessarily considers user-limitations and expectations. PIMS Database users are the US Government, NATO, and the FSU-country partners. Continuity of services will apply to any resulting contract. This contract will require access to classified information. This contract will focus on PIMS database development and involve among other perspectives one of curriculum development addressing the idea of Information Technology (IT) as an engagement tool. While a specific pre proposal conference is not defined at this time one is not out of the question as are oral presentations not out of the question, but will be defined on issuance of the solicitation.
