Description
The Defense Threat Reduction Agency seeks potential sources for the "Radiation Hardened Microelectronics" (RHM) Program. This is a Sources Sought Synopsis; there is no solicitation available at this time. Requests for solicitation will receive no response. This Sources Sought Synopsis is published for market research purposes only. This effort will include, but not limited to, the following tasks: 1) The development and demonstration of technology, i.e. process, design, layout and materials methods, to radiation harden microelectronics and photonic devices and semiconductor materials, through the fabrication, test and evaluation of semiconductor integrated circuits and test structures with minimal impact on cost and performance; 2) Provide technical support for various activities such as the Defense Logistics Agency/Defense Supply Center-Columbus (DLA/DSCC) Qualifications Military List (QML) Program, the USAF/NASA Space Parts Working Group, the USAF/USN Strategic Hardened Parts Working Group and other DTRA sponsored or supported working groups. These activities typically involve participation in integrated product teams (IPT) and working groups to address and resolve problems concerning radiation effects on microelectronics used in satellite and missile systems; 3) Provide support for the testing and characterization of the radiation response of microelectronics and photonic devices and materials including test facility time, test plan development, test coordination and implementation and data reduction and analysis; 4) Provide analytic and scientific services to support the development of radiation hardened microelectronics and photonics such as dose-rate upset and survivability analysis for complex integrated circuits (IC), post-irradiation parameter extraction and model development, radiation hardening by design methodologies, and 5) Provide analysis and predictions of the DOD and commercial market for hardened microelectronics and photonics to support various satellite and missile system requirements. This Sources Sought synopsis is not a request for proposals; it is a market research tool being utilized to determine the availability prior to issuing a Request for Proposal (RFP). Any information submitted by respondents to this sources sought, are strictly voluntary. This synopsis is for information and planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. Prospective suppliers will supply a capability summary not to exceed ten (10) pages in length describing their most relevant corporate experience, and their approach in meeting the requirements stated above. DTRA encourages submissions for small business, small disadvantaged business, woman-owned business, and 8(a) sources for elements of the proposed statement of work. All information submitted in response to this Request for Information (RFI) shall be received no later than 3:00 PM (local time) 18 May 2001.
