- Description
- The National Oceanic and Atmospheric Administration (NOAA), National Polar-Orbiting Operational Environmental Satellite System (NPOESS), Integrated Program Office (IPO), proposes to enter into a contract with Florida State University (FSU) in Tallahassee, Florida, to conduct follow on, independent studies using the computer models, simulation tools, and the National Centers for Environmental Prediction (NCEP) Spectral Statistical Interpolation (SSI) analysis system developed by FSU for the NOAA, National Weather Service (NWS), National Centers for Environmental Prediction. These studies are a continuing effort to assess the role of GPS radio occulations to yield more accurate temperature and water vapor soundings and improve numerical weather forecasting and climate analyses. Major research will focus on: 1) Improving the efficiency and accuracy of the bending angle raytracing software on a NOAA/NWS/NCEP IBM-SP2 processor; 2) Improvement in the accuracy of the bending angle assimilation on a NOAA/NWS/NCEP IBM-SP2 processor; and 3) Linking the GPS refractivities to the NOAA/NWS/NCEP three-dimensional variational data assimilation (3D-Var) system including a complete observation error specification/incorporation for a 3D-Var/4D-Var assimilation system. The authority for execution of this proposed contract by NOAA is 41 U.S.C. 253(c)(1), "only one responsible source and no other supplies or services will satisfy agency requirements". The term of the contract will be for 12 months, with two (2) 12-month options for extensions to the term of performance. Any other party desiring consideration for this requirement must identify its full capability in writing to the Contracting Officer within 45 days of this publication.
