- Description
- The National Oceanic and Atmospheric Administration (NOAA), National Polar-Orbiting Operational Environmental Satellite System (NPOESS), Integrated Program Office (IPO), proposes to enter into a contract with Utah State University (USU) in Logan, Utah, for continued support to the IPO in the areas of infrared interferometer instrument development, calibration/validation efforts and the Operational Algorithm Team with five tasks utilizing the USU experience with the development and evaluation of space deployed, precision calibrated, infrared interferometers. Major research will focus on: 1) Supporting IPO Cross-Track Infrared Sounder (CrIS) instrument development and RDR-to-SDR software design and evaluation; 2) Continued support of the CrIS Sounding Operational Algorithm Team and directed research in reducing the foot print size over the life of the program so as to support higher resolution meteorological modeling and reduce cloud contamination noise; 3) Continued support in Mission calibration and validation support; 4) Expanded lidar wind profiling research for risk reduction/wind validation support; and 5) Mesospheric temperature research for risk reduction for a high altitude, upper atmosphere sounding capability. The authority for execution of this proposed contract by NOAA is 41 U.S.C. 253(c)(1), "only one responsible source and no other supplies or services will satisfy agency requirements". The term of the contract will be for 12 months, with two (2) 12-month options for extensions to the term of performance. Any other party desiring consideration for this requirement must identify its full capability in writing to the Contracting Officer within 45 days of this publication.
