Description
The Air Force Personnel Center (AFPC) is seeking information from interested sources, small businesses, 8(a) contractors, SDB contractors, historically underutilized businesses, women-owned businesses, and historically black colleges and universities and minority institutions under SIC code 8742, NAICS 541612 (Size standard $5.0) to participate in Contractor Support in Civilian Personnel Operations. This is not a request for proposals. This request is for information and planning purposes only and is not to be construed as a commitment by the Government. CLASSIFICATION SUPPORT: The Contractor Support in Civilian Personnel Operations would require extensive knowledge and experience in the Federal position classification system for civilian positions. Air Force classification knowledge and experience is preferred. Department of Defense (DoD) classification knowledge and experience is preferred over non-DoD Federal classification knowledge and experience. The contractor would provide classification expertise for development of new Air Force Standardized Core Personnel Documents (SCPDs). SCPDs incorporate the position description, performance plan, and recruitment knowledges, skills, and abilitities (KSAs) in a single document. Contractor would also provide classification expertise to apply new OPM classification/job grading standards for existing and future SCPDs to include development of a comparison analysis of the old standard to the new standard by highlighting the differences in the grading criteria and a comparison of grade level criteria in the new standard. The Contractor would submit draft KSAs to the Government (Staffing) for review/approval before SCPD(s) is sent to the Air Staff and/or MAJCOM officials. The Contractor would accomplish evaluation statements supporting the classification IAW AFI 36-1401, for controversial positions, or upon request. The Contractor would also provide the technical expertise needed to staff and coordinate SCPD approval with the appropriate Air Staff and/or MAJCOM officials. SCPD MAINTENANCE: The contractor would provide maintenance for existing SCPDs in the SCPD Library. This would include updating current SCPDs that currently have absolute performance standards to nonabsolute performance standards. Knowledge of federal classification or knowledge of federal employee management relations and performance standard rules and regulations would be required. Maintenance may also include reviewing current SCPDs to ensure documents are still current and meet the needs of the Air Force. This would be done through review of SCPDs and working with functional representatives to ensure SCPDs are still appropriate for work being performed. Maintenance may also include other classification review and changes as need throughout the contract cycle. Information submitted should be pertinent and specific to the technical area under consideration. There is no specific format or outline that your response must follow.
