- Description
- The National Institutes of Health intends to procure on a sole source basis to Relais International, 1690 Woodward Dr., Suite 215, Ottawa, Ontario, Canada for the Relais System document and delivery system. Specifically, the Contractor shall provide installation, testing, training, custom programming, and maintenance for the Relais System interlibrary loan document and delivery system as follows: Phase I of this requirement shall include: 1) Relais Software License V3.8 (10 users), 2) Onsite pre-installation analysis to determine how the transfer of requests will occur from current NLM Relais system to the new Relais system, 3) The contractor shall provide an electronic interface between the existing NIH Library Innopac patron file and the required patron file in the Relais system (Custom Programming), 4) The contractor shall provide an electronic interface between the existing NIH Library Innopac catalog holdings records and the Relais system to verify if materials are in-house or not (Custom Programming), 5) The contractor shall provide custom programs to determine if a requested item is available via the internet by electronically looking at the 856 field in an Innopac record. If the item is found to be available on the internet, the Relais system shall then email this information to the patron and mark the request as filled, 6) The system shall provide configuration to include the planning and modifying of key files that control workflow and system settings, 7) The contractor shall provide installation and testing of software, custom programming, hardware and software configurations, 8) The contractor shall provide Administrative and User Training in house by Relais representatives, 9) Phase 1 shall include a 90 day warranty. Upon Government acceptance of Phase I, Phase II shall be implemented and include the following: 1) The contractor shall provide off/site service and maintenance of the Relais system as needed. Maintenance shall include custom programming modules, general configuration and workflow of the system, as well as any programming and software updates, 2) A Senior Program Analyst shall be provided to coordinate and plan for any additional requirements that can result from additional interface requirements that the government identifies and additional enhancement requests that the government may identify, 3) A Programmer shall also be provided to fulfill the plan developed by the Senior Program Analyst and the government. Contractor responsibilities: The Contractor shall be able to operate with the National Library of Medicine in downloading requests from the Docline system and uploading request information upon completion or failure. The system shall be ISO 10160 & 10161 (industry standards for document delivery and requests) compliant when interfacing with additional document delivery systems. The Contractor shall be able to maintain compatibility with Innovative Interfaces system installed in the NIH Library for purposes of retrieving patron information, checking holdings information, and checking the availability of requested items in electronic format and notifying the patron. The system shall be able to handle at most 2500 requests per day. The Contractor shall be responsible for all modifications, maintenance, and testing of SQL database and SQL software in conjunction with the Relais system. The Contractor shall not rely on the Government to maintain a level of knowledge sufficient to operate a SQL server. The Contractor shall provide assistance in producing Impromptu catalogs that shall allow the Government to produce Impromptu reports from said catalog. The Contractor shall provide a Relais system license agreement. The contractor shall provide maintenance and service in the form of periodic software updates and technical help support for the Relais database and custom interfaces developed by Relais. The period of performance shall be for one twelve (12) month period, with options to renew for four (4) additional twelve (12) month periods. It is believed that Relais International is the sole source for this requirement under the authority of FAR 6.302-1 (Only one responsible source and no other supplies of services will satisfy agency requirements) because of the following: Due to the proprietary nature of this system developed by Relais International, they are the only source able to provide and maintain the system. In addition, the system is already in use at the NIH Library as part of a cooperative agreement with the National Library of Medicine who owns the existing Relais implementation. Extensive custom programming is already in place to meet NIH and NLM requirements and the award to any other source, which is not deemed possible, would hinder system development and document delivery. Interested parties may identify their interest and capability to respond to the requirement or submit proposal. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
