- Description
- The Department of Defense (DoD) announces a program in the area of Dual Use Science and Technology (DUS&T). This Broad Agency Announcement (BAA) is being conducted jointly with the Army, Navy, and Air Force. DoD seeks projects to create and/or develop new products or process technologies, in most cases, on a 50/50 cost share basis. The DUS&T Program requires that the proposed technology have both military relevance and potential benefit (cost, performance, or sustainability of defense systems) and sufficient potential commercial (non-defense) applications to support a viable production base. The offeror must normally bear at least 50% of the cost of the effort and at least 50% of this cost share must be high quality (i.e., cash, labor, or consumable materials). The projects must result in the development of a technology, not the application of a technology. The proposer must be a for-profit company or have at least one for-profit firm on its team. Due to limited funding, the Government reserves the right to limit awards under any topic, and only proposals considered to be of superior quality will be funded. Please note that this is an announcement to declare DoD's intent to competitively fund dual-use technology projects and that no other request for proposals, solicitation, or announcement of this opportunity will be made. Small businesses, historically black colleges and universities, and minority institutions are encouraged to participate. Teaming arrangements, especially with academia, are encouraged when the result is a technically stronger proposal. Awards will be made using a class of nonprocurement instruments called Technology Investment Agreements (TIAs); or, in rare instances, Other Transactions for Prototypes. The TIA's are not subject to the Federal Acquisition Regulation (FAR), but instead are governed by the DoD Grants and Agreements Regulations (DODGARS). The DUS&T proposal guidelines, submission instructions, and the Army, Navy, and Air Force topic areas under consideration are found at the DUS&T website. Full proposals are due by 1600 EDT 21 Aug 01 at the address identified in each Service topic area. This BAA, however, shall remain open for one year from the date of publication or until replaced by a successor BAA. Proposals received after 1600 EDT 21 Aug 01 shall be considered only to the extent that funding remains available beyond the initial selection. White paper synopses of the planned DUS&T proposals including rough cost estimates are encouraged from any interested company or consortium prior to the submission of the full proposal.
