Description
R-NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT WITH LOUISIANA STATE UNIVERSITY. The U. S. Army Corps of Engineers, New Orleans District (NOD), intends to negotiate on a sole source basis with Louisiana State University and A & M College (LSU), Department of Geology and Geophysics, Baton Rouge, Louisiana, to provide data from the expansion and operation of LSU's GULFNET Geodetic Reference Network. Technicians and professionals in the mapping, surveying and computer fields shall provide all services as follows: 1. LSU will construct, operate and maintain an electronic and computerized system that includes a statewide network of high precision Global Positioning System (GPS) satellite receivers; the system is termed GULFNET. LSU will broaden the geographical coverage of GULFNET to include three sites that NOD favors. The satellite receivers will conform to the requirements of the Continuously Operating Reference Stations (CORS) Program of the National Geodetic Survey. LSU will site the satellite receivers in a manner that will permit NOD to run surveys from all sites to Permanent Benchmarks (PBMs). LSU's GULFNET will support NOD surveying and mapping operations by providing data needed for Differential GPS positioning and computed subsidence values for all sites of GULFNET. LSU will verify and provide to NOD the vertical changes detected by GPS with high precision gravity studies. 2. LSU will provide services that require: a. Dual-Frequency Global Positioning Data from Continuously Operating Reference Stations. These data shall be available for download from the Internet and the World Wide Web. The data will span the entire 24 hours of 365 days per year and be collected at a minimum of 30 seconds. The data shall be available for download the next calendar day. b. To insure the accuracy of the reference site elevations, absolute gravity measures are required annually. c. The reference sites shall be tied to the National Spatial Reference System and accepted by the National Geodetic Survey as Cooperative CORS sites capable of serving as reference points for determining orthometric elevations accurate to 2 centimeters relative to the North American Vertical Datum of 1988 at the 95% confidence level. d. The stations shall be placed to provide baseline lengths of no more than 40 kilometers from Venice, Calcasieu Lock, and Napoleonville, LA. e. The positions of the CORS stations shall be adjusted and velocities computed to reflect movement, a minimum of each month. Briefing on the completed network's characteristics, operation and potential uses shall be provided. Quarterly reports of operations, maintenance, problems, etc. shall be submitted. NOD intends to award a contract with a probable duration of two years. LSU is the only known provider of these services. This is not a request for competitive proposals. However, all interested parties who believe they meet this requirement are invited to submit in writing, within 45 days of publication of this notice, complete information describing their ability to provide these services. Such information should contain pricing information for providing these services. Responses may be mailed U.S. Army Corps of Engineers New Orleans District, P.O. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive requirement. A determination by the NOD not to open the requirement to competition based on responses to this notice is solely within the discretion of the NOD. See numbered Note 22.*****
