Description
The USAID is contemplating a sole source award to Foundation for Environmental Security and Sustainability. The Foreign Operations, Export Financing and Related Programs Appropriations Act, 2001 contains the following language: "The managers support and urge AID to favorably consider the Foundation for Environmental Security and Sustainability to support environmental threat assessments with interdisciplinary experts and academicians utilizing various technologies to address issues such as infectious diseases and environmental indicators and warnings as they pertain to the security of a region. (H.R.4811 Conference Report 106-997, page 81). This purchase order would respond, in part, to this Congressional directive. The contractor will initially baseline overview of U.S. Government roles and responsibilities across agencies for international environmental efforts. This overview will provide detailed documentation of international development and environment programs by agency. Specifically identify the offices and individuals involved by agency and the goals and objectives of both key functional missions and specific programs. Identify agency and program budgets. Outline agency priorities by country and timeline. Evaluate linkages among agencies and potential gaps in coordination and/or issues/countries covered. The contractor will then develop a series of briefings for the current administration. Finally, a series of work plans will be developed from these. The Foundation has unique qualifications to undertake the required analyses. Moreover, the FY 2001 Appropriations Act instructs USAID to support the Foundation in providing this type of assistance to the U.S. Government. The Foundation has direct expertise in regional stability and environmental security analysis. Foundation staff have more than twenty years of experience working directly with the Departments of Defense and Energy, the Intelligence Community, NASA, NOAA, WHO, CDC, National Institutes of Health, the Congress, and industry experts. Their assessment skills, data collection strategies, and critical access/collaboration with leaders in government, industry, and academia around the world position them with the unique qualifications to support our environmental assessment needs. The core mission of the Foundation includes undertaking directed regional environmental threat assessments requested by the policy and national security communities and developing state-of-the-art methodologies for applying remote sensing, geo-spatial information systems, modeling, and other collection/analysis techniques to issues such as resource availability and infectious disease prediction and establishment of criteria for environmental indicators and warnings. The Foundation for Environmental Security and Sustainability (FESS) is the only foundation chartered with the specific mission to provide assessments and alternative U.S. engagement strategies to mitigate the impact of environmental problems on regional stability and prosperity. The Foundation has unique: inter-agency expertise across U.S. and foreign Civil, Military, and Intelligence Communities assessment techniques for integrating scientific data in the context of political/economic/military/social factors experience developing directed strategic environmental security assessments for the U.S. Department of State, military commands, and Intelligence Community experience developing, populating, and maintaining the Environmental Intelligence Assessment (EIA) for US Southern Command an extensive network of teaming arrangements with premiere universities, research institutes, and regional & topical experts. While being advertised, no action will be taken on this request. Expressions of interest showing capabilities to perform the above services must be received no later than 15 days within the posting of this announcement.
