DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to procure highly specialized chemical analysis services using Simplified Acquisition Procedures as outlined in FAR part 13. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-24. This acquisition is NOT set aside for small businesses. The NAICS code is 541380 Testing Laboratories and the related small business standard size is $5 million. The National Institute of Standards and Technology's Physical and Chemical Properties Division has a requirement for highly specialized chemical analysis services: specifically, a need for measurement of EI mass spectra and retention indices of scheduled chemicals using quadrupole Magnetic Spectra (MS). The data to be developed is to be used in conjunction with the Organization for the Prevention of Chemical Weapons (OPCW) and only laboratories that have fulfilled the criteria to be certified as OPCW Designated Laboratory can be considered for this work in order to ensure that the results of the experimental work will be accepted for use in verification under the Chemical Weapons Treaty. NIST has already developed a software package AMDIS for the deconvolution of Gas Chromatography/ Mass Spectrometric data files, specifically in the use of detecting potential use of chemical weapons. AMDIS has already been tested and documented for accuracy when analyzing samples produced using quadrupole MS. This is due in part to the significant amount of data that has already been taken for samples prepared using Quadrupole MS. However, in order to be useful for a wider audience, AMDIS must also be tested and documented for accuracy when analyzing samples produced using magnetic sector instruments. In order to do this, data is needed of measurements of EI mass spectra and retention indices of various scheduled chemicals using quadrupole MS, using magnetic sector MS, and using both quadrupole and sector instruments. Detailed specifications shall be provided in the solicitation. PERIOD OF PERFORMANCE: The period of performance is anticipated to be 18 months from the date of award. The vendor shall deliver all items FOB Destination to NIST, Building 301, Shipping and Receiving, 100 Bureau Drive, Gaithersburg, MD 20899-0001. Award will be based on the offeror whose proposal offers the best value to the Government, technical, price, and other factors considered. The Government anticipates the award of a firm fixed price purchase order. The Government intends to release a Request for Quotation (RFQ) electronically, via FedBizOpps at the following web address: http://www.fedbizops.gov/. No written copies of the solicitation will be available. The response date identified above is an estimate. The RFQ will be available approximately seven (7) days after publication of this announcement and the solicitation response time will be approximately 21 days after issuance.
