- Description
- The United States Department of the Interior (DOI), Minerals Management Service (MMS), Minerals Revenue Management (MRM), intends to acquire through a non-competitive acquisition, analytical services on the Indian Trust Assets. Services include: Interviewing individuals within DOI to identify the location and magnitude of Indian Trust Assets; testing of controls over Indian assets, leases, agreements, and related procedures and operations to verify that adequate internal controls are in place and function properly; reviewing existing risk management plans or aiding in the development of such plans to assure that Indian Trust Assets are adequately protected; conducting in-depth, detailed analysis of any identified exceptions; initiating appropriate correspondence to Government offices requesting source data and the resolution of identified exceptions; analyzing bureau/agency responses to determine if any additional actions are required; making recommendations on the evaluation methods used based on the information gained through a variety of sources; preparation of workpapers and field reports on the areas/offices evaluated. Based on information available at this time, and in accordance with 41 U.S.C. 252(c)(1), implemented by FAR 6.302-1, the Government considers the services described above as a sole source from Mr. William B. Griffin, 904 Yellowstone Drive, Mansfield, Texas 76063 and proposes to negotiate a contract on that basis. Mr. Griffin is highly qualified and has a background in Federal policies, procedures, and processes related to the Indian Tribes and Indian Allottees. In addition, his background includes experience in auditing Indian property. The period of performance will include a base period (12 months) and one (twelve months) option period. Offerors who feel that they have a good business case to challenge the Government's position are invited to submit, in writing, an affirmative response to this announcement. The written notification (including a telephone number for a point of contact) is due within forty-five calendar days from the date of this synopsis. An affirmative response shall include all information necessary to be evaluated to determine if a competitive opportunity exists. Telephone requests will not be honored. Since no solicitation document exists, requests for such a document without the accompanying information will be considered to be non-responsive to this request without further consideration. This notice may represent the Government's only official notice of this procurement. See Numbered Notes 22 and 26.
