Description
SSA-RFP-01-0024 POLICY EVALUATION STUDIES. The Office of Research, Evaluation and Statistics (ORES), located within the Office of Policy (OP), Social Security Administration (SSA) conducts economic research, social insurance research, statistical database management, long-range disability research, statistical analyses, and evaluations of program outcomes. The purpose of this requirement is to provide SSA with the capability to obtain quick-turnaround, short-term research and evaluation studies, projects, and analyses of immediate importance to the Commissioner of SSA and to other senior policy officials within the agency. The contracts to be procured are intended to play an important role in the mechanisms currently available to the Agency to support policy-relevant research and evaluation studies via the services of outside contractors. The government anticipates the award of 6-8 umbrella contracts for a five-year performance period to begin on or about September 14, 2001. Contractors will be required to provide expert services associated with Old-Age, Survivors, and Disability Insurance (OASDI), Supplemental Security Income (SSI), and related programs. Task Orders will be awarded to qualifying umbrella contractors. The task orders are anticipated to fall under the following four major categories: 1. Policy Assessments; 2. Program Assessments; 3. Evaluation Design Studies; 4. Rapid Response Studies. Offerors will be evaluated in accordance with the Evaluation Criteria as contained in the RFP.
