Description
THIS IS A CORRECTION TO THE PREVIOUS NOTICE DATED MAY 2, 2001, TO IDENTIFY THE NAICS CODE. THE NAICS CODE is 541512 (size standard $18M). The Division of Allergy, Immunology and Transplantation (DAIT), National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH) is conducting a market survey to determine the availability and capability of small business firms able to establish a Bioinformatics Integration Support Contract (BISC). The NIAID places a high priority on integrating advanced computer and engineering technologies into its core research activities and strives to make scientific data widely useful and readily available to the clinical and basic science research community. With that in mind, the Bioinformatics Integration Support Contract will provide information technology support in the production, analysis, curation, archiving, and exchange of genomic data, as well as other basic scientific and clinical data. This contract will support a diverse community of NIAID-funded clinical and basic researchers, engaged in a wide range of research activities. It will enable scientists to easily access, generate and exchange complex data sets of high quality with the assurance that these data are portable, interoperable, and survivable over time. When the need arises, the Offeror would be expected to: (1) conduct a requirements assessment of bioinformatics needs in the targeted programs, (2) design, implement and maintain a data warehouse of genomic and other related data relevant to the research of these programs; (3) develop special applications for the collection, storage, and query of these data; (4) provide technical assistance to participating centers in the selection of technologies for the capture, storage, query, and analysis of these data; and, (5) measure performance and benefits resulting from these technical support activities and plan for their appropriate use in the future. Once established, this platform will be extended to include additional types of data and analyses. It is anticipated that a total of seven (7) years will be required for this project. This is not a Request for Proposal (RFP). A DRAFT RFP NIH-NIAID-DAIT-02-16 for this project is currently available for comment on the NIAID Contract Management Branch_s homepage. The Government does not intend to award a contract as a result of the draft solicitation or this Sources Sought Announcement. Interested small business organizations that believe they possess the capabilities necessary to undertake this project should submit two (2) copies of their capability statement addressing the five areas cited above, to be received no later than 4:00 p.m. local time on May 18, 2001, to the attention of Cyndie Cotter at the address listed above.
