Description
The Naval Sea Systems Command (NAVSEA) intends to negotiate a contract with Lockheed Martin Technology Services, Chesapeake, VA for the procurement of supplies and services necessary to receive, store, evaluate, inspect, disassemble, repair/overhaul/refurbish, assemble, test and install Surface Ship Undersea Warfare (USW) sonar systems for both foreign and domestic sources. The contract will also provide for technical analysis, installation and checkout and outfitting material management, acquisition of associated technical logistics data, on-the-job instruction and training and supply support. The contract will be negotiated pursuant to 10 USC 2304(a)(1). Lockheed Martin Technology Services is the only known source possessing the unique combination of training and experience with the installation, maintenance and repair of all existing variants of the AN/SQQ-89(V), along with in-depth technical knowledge of the equipment required to satisfactorily perform the work contemplated herein within the timeframe necessary to meet Fleet requirements. Lockheed Martin, as the sole producer of the AN/SQQ-89(V)14 and (V)15, is considered the sole contractor with the skills and experience necessary to efficiently install, test and support those systems. Lockheed Martin Technology Services is considered the only contractor with the unique combination of training and experience with the installation, maintenance and repair of all existing variants of the AN/SQQ-89(V). This technical maintenance experience, along with their OEM reach-back capability, uniquely qualifies Lockheed Martin Technology Services to install and maintain the upcoming AN/SQQ-89(V)14 and (V)15 variants. Further, Lockheed Martin Technology Services test teams are uniquely qualified to provide the necessary technical and support services required in the new construction effort of DDG-51 Class Ships. No other source has either the technical qualifications or the necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Navy's requirements.
