Description
The United States Department of Agriculture (USDA), Animal Plant Health Inspection Services (APHIS), Plant Protection and Quarantine (PPQ), Mission, TX, intends to contract with CABI Bioscience, as sole source under the authority of FAR 6.302-1, to initiate the collection from various European sources of natural enemies of the following: Dalmatian Toadflax -- Species to be collected are: Eteobelea intermediella (500) and Gymnetron linariae (500). Purple Loosestrife -- Species to be collected are: Hylobius transversovitattus (300). All natural enemies collected shall be shipped to the USDA, APHIS, PPQ, Mission Plant Protection Center in Mission, TX. Advance notice of shipments and air freight information shall be provided to Dr. Lloyd Wendell by telephone, fax, or e-mail at the following numbers and addresses: Phone-956-580-7301, FAX-956-580-7300, E-Mail-Lloyd E Wendell@APHIS.USDA.gov. The contractor shall also maintain a toadflax garden for the expressed purpose of rearing in greater numbers various natural enemies of toadflax. The contractor shall also screen various natural enemies of Russian Knapweed for future introduction into the United States at the CABI Laboratory in Delmont, Switzerland. A final report of the work accomplished shall be submitted to the USDA, APHIS, PPQ summarizing the details of the foreign collection activities, the number of individuals of each species of natural enemies collected and shipped to the United States and the status and results of the maintenance of the toadflax garden and the screening of natural enemies for Russian Knapweed. Simplified procurement procedures will be used as well as commercial item acquisition regulations per FAR 12. This solicitation document incorporates provisions and clauses which are in effect through Federal Acquisition Circular 97-21.
