- RFP Available: NIH-NIAID-DMID-02-15 _Millennuim Vaccine Initiative _ Novel Vaccines for Tuberculosis and Malaria._ The Parasitology and International Programs Branch and the Respiratory Diseases Branch, Division of Microbiology and Infectious Diseases, National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH) have a requirement to promote development of vaccines against malaria and tuberculosis. To augment the vaccine product pipeline, we are seeking opportunities to advance novel approaches and concepts for vaccines against these two diseases towards product stages via a focused, development-based approach. The goal of these efforts is the development of novel, safe and immunogenic vaccine prototypes that can be taken into clinical development. The purpose of this Request for Proposals is to solicit proposals for application of state-of-the-art vaccine technologies available within the private sector to accelerate the development of effective vaccines for malaria and tuberculosis. Specifically, this Request for Proposals solicits projects involving the identification and application of innovative platform technologies, alternative expression systems, novel adjuvants, and other new approaches in vaccinology that could enhance the immunogenicity of candidate tuberculosis or malaria vaccines, extend their in vivo efficacy, reduce the potential for detrimental side effects, simplify production, increase stability, facilitate delivery, or otherwise improve prospects for their ultimate clinical utility. Much of this technology and expertise resides in private industry, and it is the specific intent of this Request for Proposals to provide incentive for industry involvement in the development of malaria and tuberculosis vaccines. It is also the intent of this Request for Proposals to stimulate new and innovative approaches to develop vaccines against malaria and tuberculosis, not to provide increased support for ongoing studies of vaccine approaches already under development. Successful offerors will be recognized as partners in NIAID_s vaccine development efforts, and in coordination with NIAID program staff may access other relevant Institute programs as necessary to accelerate progress. It is anticipated that up to 10 Part A awards will be made for a period of two years for an initial pilot phase to establish technical merit and feasibility, and to determine the quality of performance of the contractor. If clear milestones are met, the Government anticipates that up to 4 contracts may transition in an expedited manner to a more extensive developmental phase (an optional Part B) which will continue in years three through five of the potential period of performance . The decision as to whether a project is ready for transition to Part B will be made by the Government, based on successful completion of milestones proposed by the offeror and negotiated with NIAID prior to contract award. Proposals for Part A or Part B alone will not be accepted. Each proposal shall address development of a single vaccine for a single disease, although, for the same pathogen, the vaccine may incorporate multiple antigens. These awards will be cost-reimbursement, completion type contracts.
