Description
The work will include the following: (Approx. quantities) A 16,000 SF interpretive center designed to provide educational, research and recreational opportunities to the public. The interpretive center will also serve as a visitor center for Fort Peck Lake and Dam. The center will exhibit and interpret important cultural and natural resources to include valuable works of art and local paleontology resources and also will present history and building of Fort Peck Lake and Dam and settlement of the area. The building will contain aquariums, museum and exhibit space, security systems, computer and audiovisual for visitor education. The building will be constructed of a steel frame with precast concrete wall panels and exterior insulation and finish system. Steel framing will support the roof systems. Roof finishes will be standing seam metal over the museum and office areas with clay tile on the main hall gallery. Exposed aggregate floors concrete floor finishes will be used in the main hall gallery. The center is a multi-agency project with the Corps of Engineers, US Fish and Wildlife Service and Bureau of Land Management combined with local Fort Peck Interpretive Center, Inc. the estimated construction cost of this project is between $2,500,000 and $5,000,000. Contractor's Quality Control will be a requirement in this contract. Large business concerns submitting bids for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Engineers considers the following goals reasonable and achievable for fiscal year 2001: (a) Small Business: 61.2% of planned subcontracting dollars. (b) Small Disadvantaged Business: 9.1% of planned subcontracting dollars. (c) Women Owned Small Business: 5.0% of planned subcontracting dollars. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 540 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. The plans and specifications will be available on or about 15 May 2001 on Compact Disk (CD-ROM) and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one (1) per firm. Plans and Specifications will not be provided in a printed hard copy format. Contractors may view and/or download this project from the Internet at the following Internet address: http://ebs.nwo.usace.army.mil/ebs/contract.htm Amendments to the solicitation will be posted at the same address. Ordering of CD-ROM shall be made through the Internet address above.
