- Description
- The Department of Veterans Affairs, Aleda E. Lutz VA Medical Center, Saginaw, Michigan is soliciting for the services of an Architect Engineer (A/E) firm to provide but not limited to preparation of schematics, design development, construction documents, specifications, estimates, record drawings, reports, surveys, construction inspections in the design and renovation, proposed construction schedules and provide necessary construction period services for Project Number 655-302, Renovate B22, Basement for MCCR. This project will renovate approximately 4500 gross square feet of shelled-in space in the Basement of Building 22. This project will construct finished walls, flooring, ceiling, furniture systems, electrical systems, data & voice systems, mechanical systems and handicaped accessible space for face to face processing of medical care cost billings and electronic collection of medical cost from third parties. A detailed analysis and report on the capacity of the buildings existing chilled water system to accomodate the addition of an air handler to serve this new areas. The project may require the upgrading of the existing chilled water system and HVAC system. The A/E will also provide architectural, electrical, plumbing, mechanical and limited interior design work, all in accordance with the current VA design guides, standards and requirements, NFPA, ASHRAE and local and federal codes. The A/E shall develop the Schematic Drawings, Design Development, and the construction documents (drawings and specifications) as per requirements of all VA manuals and guides as outlined in the statement of task and Supplement B. Architect-Engineer firms which meet the requiremnts described in this announcement are invited to submit: (1) Standard Form 254, Architect-Engineer and Related Services Questionnaire, (2) Standard Form 255, Architect-Engineer and Related Services Questionnaire for Specific Project, when requested, and (3) any requested supplemental data to the procurement office shown on or before close of business no later than the 30th day after the date of apperance of this announcement in the CBD will be considered. Firms responding to this announcement before the closing date will be considered for selection, subject to any limitations indicated with respect to size and geographic location of firm, specialized technical expertise or other requirements listed. Following an initial evaluation of the qualification and performance data submitted, three or more firms that are considered to be the most highly qualified to provide the type of services required, will be chosen for negotiation. Selection of firms for negotiation shall be made through an order of perference based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required, that include: (1) professional capabilities; (2) specialized experience and technical competence, as required; (3) capacity to accomplish the work in the required time; (4) past performance on contracts with respect to cost control, quality of work, and compliance with performance schedules; (5) geographical location and knowledge of the locality of the project, provided that application of the criterion leaves an appropriate number of qualified firms, given the nature and size of the project; (6) any other special qualification required under this announcement by the contracting activity. This is not a request for proposal. This procurement is restricted to A/E firms within a one hundred fifty mile radius of the Aleda E. Lutz VA Medical Center, Saginaw, Michigan. Procurement is subject to the availability of funds. The proposed contract is 100% set aside for small business concerns.
