- Description
- The Office of Water of the United States Environmental Protection Agency requires a fully integrated, computer controlled, automated system in support of the efforts of the Office of Water, Groundwater and Drinking Water Division, Technical Support Center (OW/OGWDW/TSC) in developing analytical methods. One of the classes of analytes that are listed on the Contaminant Candidate List is algal toxins. Algal toxins can only be analyzed using high performance liquid chromatography (HPLC) technologies. Since these compounds are of very high molecular weight, and do not readily fragment under normal mass spectrometer (MS) conditions, it is necessary for TSC to purchase an HPLC/MS/MS system. The system must consist of an HPLC with autosampler, dual piston pumps, variable wavelength UV detector, solvent degassing system and column heater. The successful system will be configured as a bench top mass spectrometer with both electro spray and APCI interfaces, field free region with collision gas and both positive and negative ion detection and must include a data system that is capable of controlling both the HPLC and the MS, acquiring and storing all data and performing quantitation. In addition to the system, installation, training, telephone support, warranty, and complete instrument manuals are required. The procurement of this system is being solicited as a "best value" acquisition, with award to the offeror whose quote provides the best overall value to the government, based on the evaluation factors listed herein. For the purposes of this best-value evaluation, the lowest price may not be the determining factor, but will be included as part of the determining evaluation. Offerors will participate in a multi-step evaluation process: 1. Offerors who want to participate in this procurement must arrange for receipt of standard testing samples to be analyzed at their own expense, on their proposed HPLC/MS/MS equipment, by contacting the Contracting Officer, Nancy Muzzy, by e-mail at Muzzy.Nancy@epa.gov or by telecon at 513-487-2023, by no later than May 11, 2001. The data developed through the testing of the sample analysis shall be provided to the Contracting Officer in a written report form, prior to an arranged on-site demo date. The analysis of the provided sample shall be consistent with the requirements included as (A) Demonstration Requirements/Analysis, and must be completed by June 1, 2001. 2. Offerors shall provide an on-site (at the offerors facility) demonstration of their equipment's capability to satisfy the requirements included as (B) Demonstration Requirements/On-site Review. This on-site demonstration shall be arranged through the Contracting Officer, and must follow the submission of the standard testing sample analysis report. 3. Minimum Requirements which will be evaluated in determining best value and the capability of the equipment are included as (C) Minimum Requirements. 4. In addition to the evaluation of (A), (B), and (C), the best value determination will include price and past performance as evaluation factors. A detailed specification and requirements package will be available, as soon as possible following this synopsis, at the EPA CMD web-site, http://www.epa.gov/oamcinc1/rfpcover.htm. In the interim, interested bidders may contact the Contracting Officer immediately by telephone or by e-mail to receive an e-mail copy of the RFQ, or may request a faxed copy. All quotations received by the due date stated in the RFQ, May 16, 2001, 2:00 P.M., local time will be considered.
