- Description
- NASA/DFRC plans to issue a Request for Offer (RFO)for Maintenance of Silicon Graphics Computer. The Contractor shall furnish software upgrades, , programming help, Silicon Graphics Inc. (SGI) help desk, and advanced parts exchange for SGI computer systems. Such services shall be supplied in conformance with the terms and conditions of this contract. All software, firmware, and exchanged parts shall be SGI's latest in-production version or release available to the general public at the time of the order, unless otherwise specified by the Government. All systems included in maintenance, regardless of the level of maintenance, shall have access to the SGI help desk. This access will be during the normal working hours of the help desk. There shall be no limit as to the number of people or number of calls made to the SGI help desk. Advanced parts exchange shall involve telephone troubleshooting between a DFRC technician or engineer and the SGI help desk to determine the probable cause of the computer failure. The Contractor shall then send the requested part(s) by next day air to DFRC. The broken part does not need to arrive at the Contractors or be in the mail before the Contractor sends the new part. All parts sent as advanced exchange should be at the latest SGI revision level. Software-only care shall involve access to the SGI help desk and software updates. Latest releases of software will be supplied as soon as they are available without request by the Government. The software shall be supplied on the media specified in the MASTER CLIN list for that particular system. This is a firm fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contract for computer maintenance to be procured by issuance of delivery orders. The Government is responsible for installation. Delivery shall be F.O.B., Dryden Flight Research Center, Warehouse 6, Edwards, CA 93524 within 20 days After Receipt of Order (ARO). No purchases of hardware/software are associated with this requirement. Period of performance may be one-year basic plus four (4) one-year options. Vendors may propose on hardware maintenance only, software maintenance only or both. The Government may have multiple awards. This procurement will be conducted under the NASA Midrange Pilot Test Program approved by the Office of Federal Procurement Policy on April 16, 1993. The original award of the system was competed. The Government intends to acquire a commercial item using FAR Part 12. The NAICS Code and Size Standard are 541519 and $18 million respectively. The DPAS Rating for this procurement is DO-C9. The Government reserves the exclusive right to award to other than low offer on this "Best Value" procurement. The evaluation factors for this procurement are as follows: 50% Cost, 25% Past Performance, and 25% Technical compliance/expertise. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 5, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. The provisions and clauses in the RFO and model contract are those in effect through FAC 97- 24. All qualified responsible sources may submit an offer which shall be considered by the agency.
