Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this announcement. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Synopsis/Solicitation F30602-01-Q-0527 is being issued as a Request for Quotation (RFQ), for a firm fixed-priced order incorporating provisions and clauses in effect through Federal Acquisition Circular 97-24 and DFARS Change Notice DCN 20001213. Additional information may be obtained at the Federal Business Opportunities (FedBizOpps) at URL http://www.eps.gov. Select "Vendors". At Agency, USAF, click on "Offices". At Office, Air Force Materiel Command, click on "Locations". At Location, AFRL, Rome Research Site, Rome, NY, click on "Posted Dates". The NAICS code is 334119 for this acquisition with a small business size standard of 500 employees. Item includes CLIN 0001 200 MHZ 64MB DRAM Switch Control Processor with 16 MB Flash, P/N: SCP-5P-200, Manufacturer: Marconi Communications Federal, Vienna, VA, Quantity: 10 each OR EQUAL. Quote FOB Destination and include warranty terms. A single vendor must furnish all items. Partial awards will not be considered. The provision at 52.212-1, Instructions to Offerors-Commercial Items, applies; provide with your quotation all the data requested by FAR 52.212-1. Failure to do so may eliminate you from consideration for award. Evaluation will be made based on price. Submit a completed copy of FAR 52.212-3 and DFAR 252.212-7000, Offeror Representations and Certification-Commercial Items, with your quotation. See the FedBizOpps. QUOTATIONS ARE DUE AT 2:30 PM, WEDNESDAY, 23 MAY 2001. It is the quoter's responsibility to monitor the Electronic Posting System for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this combined synopsis/solicitation and amendments (if any) from the FedBizOpps, as well as, the blank SF1449, and Representations and Certifications. Quoters are encouraged to submit their quotes utilizing the SF1449, Solicitation/Contract/Order for Commercial Items. An Ombudsman has been appointed. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions, such as clarifications of the specifications or the terms and conditions, are not considered to be "significant concerns" and should be communicated directly to the Contracting Officer, Shirley Zakala, email zakalas@rl.af.mil. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. The Ombudsman for this acquisition is Lt. Col. Reid S. Lerum Chief, Contracting Division, at 315-330-7746. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. The Ombudsman should only be contacted with issues or problems that have been previously brought to the attention of the Contract Specialist/Contracting Officer and could not be satisfactorily resolved at that level.
