Description
The U. S. Army Tank-Automotive Research, Development and Engineering Center's (TARDEC's) Propulsion Team is searching for data (capability, development potential, interest, cost and schedule) concerning multiple, high-power-density engines for potential application to the Future Combat Systems (FCS) program. TACOM does not plan to issue an engine solicitation as a direct result of this survey. The purpose of this sources-sought announcement is to determine planned and needed developments which will help in meeting the technical objectives of the FCS. The engines identified in response to this market survey should maximize the power density of the total propulsion system by maximizing their own power output and by minimizing adverse impact on the remaining components of the propulsion system including the transmission, cooling system, air filtration system, induction and exhaust ducting, mission fuel load, batteries and controls, drive train and final drives, maintenance access and unusable volume. The current state-of-the-art propulsion system power density is believed to be approximately three sprocket horsepower per cubic foot. Total installed volume of engines identified in response to this market survey must include all items mentioned above. The four FCS engine technical objectives are (1) the engine identified should have the potential to double the system power density to at least six sprocket horsepower per cubic foot of total installed volume; (2) the target applications for these engines are FCS ground vehicle platforms weighing up to 20 tons with (3) engine power ratings from 400 up to 750 horsepower maximum; and (4) engine prototypes will have demonstrated a Technology Readiness Level of 5 by the end of the year 2003. Technology Readiness Level 5 is the level in which the basic engine has undergone performance and development testing in a laboratory environment under realistic operating conditions. Exit criteria at the end of a two- year effort would be demonstration of full output and at least 20 hours of NATO cycle endurance running. Technology Readiness Levels are further defined at Appendix F to Interim Regulation DoD 5000.2-R (January 4, 2001) at http://www.acq.osd.mil/ar/doc/dodd5000-2-r-010401.pdf We invite you to participate in the market survey by expressing your interest, supplying information on engines that might be appropriate and describing needed modifications, if any, to those engines. We invite you to provide a description of your current engine, and what technical approach you would use to achieve the FCS performance objectives. Please complete a questionnaire for each engine (or class of engines) you wish to bring to our attention. The questionnaire appears at http://contracting.tacom.army.mil/ssn/sources.htm All portions of this market research are subject to change at any time, are in no way binding on the government and are not to be considered as final, established requirements. This survey is for information purposes only with the understanding that the Government is under no obligation of any kind to proceed with an acquisition in any way related to or based upon the data provided in the questionnaire responses. The government is not requesting any interested or potential suppliers to incur any expenses of any kind in connection with their response to this survey. Nothing contained herein should be regarded as a basis upon which to seek payment, reimbursement or other consideration from the Government. This survey is not a solicitation of any proposal, and submission of an "unsolicited proposal" based on this survey will not be given consideration. We are planning to prepare a report documenting the result of this market survey. We can provide you with excerpts of the report mentioning your company or its product(s) upon request. Please send completed survey questionnaires to Mr. Ernest Schwarz at schwarze@tacom.army.mil. Companies responding to this survey are cautioned that the Government currently does not have the capability to receive e-mail messages greater than 2MB in size. If e-mail submission is not possible, mail a hard copy of the questionnaire or compact disk containing your survey response to: U.S. Army Tank-automotive and Armaments Command ATTN: AMSTA-TR-R (Mailstop 121 / Mr. E. Schwarz) 6501 East Eleven Mile Road Warren, Michigan 48397-5000 Or you may datafax your survey to Mr. Schwarz at (810)574-5054. Replies to the questionnaire must be received not later than 25 May 2001. Questions regarding market research information should be directed to Mr. Schwarz by telephone at (810) 574-5656.
