Description
Install a new power service and distribution system and renovate six buildings located on the Rocky Mountain Laboratories campus of the National Institutes of Health, National Institute of Allergies and Infectious Diseases, in Hamilton, Montana. The new power service and distribution system consists of 4 main components 1) A new 480/277 volt, 3 phase 4000 amp utility service, transformer, and distribution systrem , 2) Extensive underground PVC conduit system (approx 5,000 cy of trench) for power and signal ducts with power conductors installed to 13 buildings, 3) A new manufactured steel frame building with split face CMU at bottom 10 feet of exterior walls to house new 1500KW generator and new electrical gear, and 4) Reconfigure existing back-up and normal power distribution system to reallocate loads. The building renovation involves about 24,000 SF in six buildings and is a mixture of seismic and other code upgrades and remodeling for different usage. Includes asphalt shingle, manufactured panel, and CSPE roofing, interior structural modifications, interior finishes and casework (metal and plastic laminate). The mechanical systems (HVAC) and electrical systems will be upgraded. Fire sprinklers will be added to these buildings. Special items include packaged cold rooms and darkroom doors and sinks. The estimated construction cost is between $2,000,000 to $5,000,000. The estimated period of performance is approximately 360 days for the building upgrade and 180 days for the power system. The proposed contract listed herein is unrestricted pursuant to the Small Business Competitiveness Demonstration Program. All responsible sources may submit a proposal. If a large business is selected for this project, a Small and Small Disadvantaged Business Subcontracting Plan will be required to be submitted prior to contract award. Contractors will be required to submit a price and technical proposal. Award will be made to the contractor offering the best value to the Government, price and non-price related factors considered. Price is more important than non-price related factors. Technical evaluation factors listed in descending order of importance are: Experience, Past Performance, and Scheduling. Bid documents will be available approximately May 15, 2001. A non-refundable fee of $100 will be charged for the bid documents. Make checks payable to Department of Health & Human Services.
