- Description
- The Naval Air Systems Command/Naval Air Warfare Center, Aircraft Division (NAVAIR/NAWCAD) intends to negotiate with Western Data Systems, Inc., (WDS) on a sole source basis to procure analysis, development, functional and technical support services, training and sustainment services associated with non-COTs development efforts, for the CompassENTERPRISE suite of applications in support of 18 DoD maintenance activities. Currently, NAVAIR anticipates solicitation N00421-01-R-0127 to result in a Blanket Ordering Agreement (BOA). The term of the BOA will be for a period of three (3) years with two extensions at one-year intervals. The Government intends to negotiate this BOA under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1. WDS is the sole designer and manufacturer of the CompassENTERPRISE software suite, and is the only known firm possessing the knowledge, experience and technical expertise necessary to fulfill the Navy’s requirements, including access to the proprietary source code. This requirement is under NAICS (North American Industry Classification System) 541511. The Navy intends to release the Request for proposal via the Internet. Requests for RFP’s may be sent via e-mail to WOODML@NAVAIR.NAVY.MIL. NO TELEPHONE REQUEST FOR SOLICITATIONS WILL BE ACCEPTED OR RETURNED. ALL PROSPECTIVE OFFERORS MUST USE THE INTERNET TO RESPOND. All Internet responses must provide the return Internet address, mailing address, phone number, fax number, and single-point-of-contact within the body of the response. Internet responses without the aforementioned addresses/information will not be recognized. The RFP will be made available over the Internet in a Microsoft Word 97  format, approximately three weeks after issuance of CBD, and will reside on the NAVAIR Homepage residing on the World Wide Web Server. Specifically, the URL or the NAVAIR homepage is http://www.navair.navy.mil. Specific directions to access NAVAIR online solicitations are as follows (or see the direct access weblink below): From the homepage select “Business” on the black menu bar directly beneath the TEAM banner. When the next page comes up, select the first bullet entitled “Doing Business With Us”. After the next page loads, click the third bullet entitled “Open Solicitations” at the second level of indenture, which resides under the second bullet of first level indenture entitled “Doing Business With The Naval Air Systems Command (NAVAIR)”.
