Description
SOURCES SOUGHT/MARKET SURVEY. The USA Intelligence & Security Command, Fort Belvoir, VA is seeking industry sources for a potential acquisition (IDIQ/T&M contract -- base year and four option years) for PROGRAM MANAGEMENT, LOGISTICS, AND MAINTENANCE SUPPORT FOR HQ USA INSCOM, ACOFS, G4. Input to this sources sought announcement will aid the government in establishing the acquisition plan and determining whether or not the requirement will be set-aside for small business. All interested parties (large or small) are encouraged to submit a capability statement (limit 4 pages) in response to this inquiry. The capability statement must address the specialized experience identified below. The task requires the contractor to have a Top Secret Facility Clearance. All contractors shall possess a minimum of a Secret Security Clearance. Top Secret/Sensitive Compartmented Information (TS/SCI) clearances shall be required for designated personnel to support the efforts outlined in this SOW. The contractor must have access to a SCIF within a ten mile radius of Fort Belvoir, VA. Description of Requirement: The government requires contractor support to manage, integrate, test, train, sustain, and support Airborne, Ground, Manned and Unmanned, Intelligence Reconnaissance Collection and Analysis systems. Specialized experience in support of these systems is critical. THE CAPABILITY STATEMENT MUST ADDRESS THIS SPECIALIZED EXPERIENCE. This program management support is required for (1) technology demonstration and fielded systems actively engaged in the warfighter's missions and (2) continued sustainment and recapitalization efforts and ongoing systems deployment support for both CONUS and OCONUS units. Primary duty location is at the HQ INSCOM Nolan Building, Fort Belvoir, Virginia. Additional duty locations are at Camp Humphreys, Korea and Biggs Army Airfield, Ft Bliss, Texas. Quick Reaction Capability (QRC) or emergency contingency locations shall be specified by the COR. Specific tasks to be accomplished within the scope of this SOW are best categorized as Integrated Logistics Support (ILS) program management related; CONUS (wholesale) program support, and OCONUS (direct and general) life cycle support. The contractor shall also provide program management, supervision, labor, planning and coordination to assure effective implementation of all tasks. The contractor shall evaluate specifications, drawings, training documents, technical reports and evaluations, technical manuals, inventory control lists, and other program documents to ensure their accuracy and adequacy for Government use. Some of the broad tasks are: Program Management. The contractor shall provide the technical expertise required, with highly qualified personnel that possess inherent knowledge of the Airborne, Ground, Manned and Unmanned, Intelligence Reconnaissance Collection and Analysis systems, on and off-site, CONUS and OCONUS, to maintain the overall programmatic support requirements for all fielded and developmental Intelligence Electronic Warfare (IEW) airborne and ground based systems. The contractor shall organize, coordinate, and control all program activities in a manner that assures timely delivery of all services specified in the SOW. The contractor shall provide technical interface in the areas of contract support, program status reporting, configuration management, technical data support, maintenance support, quality assurance, and other areas of responsibility. Logistics. The contractor shall provide logistics support to HQ INSCOM, G4, Acquisition Logistic Field Support (ALFS) Branch. The contractor shall perform and manage a broad range of logistics support functions to include planning, material handling, procurement and emergency purchases, and quality control services. The contractor shall possess a thorough knowledge of and demonstrate ability to use all logistics data management tools for accomplishing assigned missions and functions. The contractor shall provide technical expertise in support of requisitions, receipts, location record audit matches, miscellaneous requests for review of items, and supply support requests. The contractor shall perform technical review and cataloging support of logistics management interfaces. Analytical and Operations Support. The contractor shall provide analytical and operational support to include training requirements, operational scenarios, site assessments, vulnerability assessments, concepts of operation, and feasibility assessments. The contractor shall provide support to HQ INSCOM G4, and other DOD and National Agencies' equipment, to include system level detailed maintenance, reliability, and sustainability requirements. The support shall include systems, subsystems, subassemblies, components, spares, training systems/equipment and ancillary support requirements CONUS and OCONUS. Technical Documentation. The contractor shall: Develop or accumulate information required for preparation of new or revised technical and logistics documentation pertaining to HQ INSCOM systems. Provide administrative and technical support in development, preparation and processing of technical reports, status reports, purchase requests, requisition input, filing, and general correspondence. All work conducted under this SOW will be subject to the technical direction, approval, and surveillance of the HQ INSCOM COR, or other government official appointed by the KO. Technical direction is guidance given to the contractor that fills in details, clarifies, interprets, or specifies technical objectives and requirements of the SOW. Analyze and evaluate the accuracy and adequacy of the following documents: Site surveys and Installation-Engineering Plans (IEPT) Equipment Improvement Recommendations (EIR), Quality Deficiency Reports (QDR), Engineering Change Proposals (ECP), Technical Publications (TP), Technical Data Packages (TDP), Technical (maintenance and operator) Manuals (TMs), Training Plans and Guides, Letters of Instruction (LOI), Modification Work Orders (MWO), Statements of Work, and other technical reports, and documentation associated with supported systems, and sub-systems. Engineering Support. The contractor shall provide engineering support to meet the HQ INSCOM world-wide mission. The contractor shall provide technical reports, studies, and analysis for all engineering support. The report format shall be in accordance with the contractor's best commercial practice guidelines. The contractor shall prepare engineering data and specifications for inclusion in equipment installation, maintenance, and operational publications and training material utilized by U.S. military forces. The contractor shall analyze equipment performance, and design necessary modifications to ease complicated system applications for the military customer. The contractor shall prepare reports including recommendations for design or operational improvement of equipment. Maintenance Support. The contractor shall provide technical support for all HQ INSCOM fielded systems contracts. The contractor shall aid HQ INSCOM with the contractual oversight and monitoring of support contracts ensuring contract compliance and alerting the HQ INSCOM COR when problems arise. This task shall include inspections of field sites CONUS and OCONUS to ensure contractual compliance. Status Reports. The contractor shall prepare and provide the Government technical, logistics, engineering and budgetary reports to support HQ INSCOM planning, programming, budgeting and force development processes. The contractor shall also review documents provided by the Government to determine technical, logistics, engineering, budgetary, and operational impacts on HQ INSCOM. The contractor shall examine requirements, equipment fielding and authorization documents and provide analysis of unit and headquarters structure and equipment. This shall require interface with other Major Army Commands (MACOM) or agencies charged with allocating labor and equipment to HQ INSCOM. Installation Plans. The contractor shall support HQ INSCOM for site surveys, evaluations and preparation for future and current system deployment and system bed-down requirements. This task may include the plans for installation inter-service support agreements, floor space allocations and distribution to support HQ INSCOM requirements. This task may also include Local Area Network/Wide Area Network (LAN/WAN) drops for information systems, signal and co-axial resource allocations, power, air conditioning, and heating distribution requirements. The contractor shall conduct site surveys to facilitate the below listed activities and prepare required technical plans for the stationing (activation, closure, draw-down, transfer, etc.) of HQ INSCOM units/sites worldwide. The contractor shall prepare analyses that will become part of the Government stationing decision process. Site Surveys. The contractor shall perform site surveys and develop installation plans consisting of floor plan layouts, bills of material, duct and conduit runs, signal, coaxial, and power cabling, air conditioning and heating, and test and cut-over plans. The survey shall provide input to Fixed Station Configuration Management Plans to include equipment reconfiguration requirements. Systems Configuration. The contractor shall provide configuration management support to HQ INSCOM to ensure that all technical documentation developed, maintained or modified on-site is correctly prepared, evaluated, and coordinated IAW HQ INSCOM Reg/Pam 5-50. The contractor shall provide system configuration support to HQ INSCOM to ensure contractual compliance, identify, and clarify the configuration for HQ INSCOM fielded systems. Asset and Inventory Control. The contractor shall assist HQ INSCOM with inventories of GFP (Government Furnished Property), GFE, and GOCO (Government Contractor) provided equipment to assist with the oversight and compliance for all HQ INSCOM maintenance support contracts. These efforts shall include analysis of current operating procedures and compliance to DA regulations. Materiel Purchasing Program. The contractor shall support the Purchasing Program through the Mission Stock Record Account (MSRA) in accordance with Standing Operating Procedure (SOP), dated 7 April 2000. The contractor shall use the SOP as a guide for program materiel acquisitions, storage of materiel for upgrades and modifications, issue, accountability, shipment, and disposition of program procured items.
