PURCHASE OF LIGHTING, POWER AND VIDEO SERVICES FOR 27 MAY 01 CONCERT- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. The procurement is to furnish services, non-personal, labor, equipment, tools, materials, electricity, transportation, and supervision necessary to provide video and lighting service during the 375th Airlift Wing_s Memorial Day Concert scheduled for 27 May at 2000 hrs (CST). at Scott AFB IL in accordance with the attached Statement of Work (SOW). The total number of line items for procurement is one. Inspection, acceptance and FOB is Scott AFB IL. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. This solicitation, reference number F7321911020100, is being issued as a Request for Quotation (RFQ). This solicitation is set-aside 100% for small business. The North American Industry Classification System Code (NAICS) is 711510 and the small business size standard is 5 million dollars. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-24. Vendor must be actively registered with Central Contractor Registration. Offerors must comply with all instructions contained in FAR 52.212-1, Instructions to Offerors-Commercial. FAR clause 52.212-2, Evaluation-Commercial Item applies. Award of this acquisition will be based on Best Value to the Government and the evaluation criteria for award will be past performance and price. If proposal is technically acceptable, past performance will be evaluated as significantly more important than price. Offerors will provide a list of three (3) of the most relevant (like or similar) services performed for either the Federal Government or commercial customers within the last three years. To assure timely and equitable evaluation of offers, each offeror must submit a completed copy of the Representations and Certifications, Price Proposal and Past Performance References. Statement of Work for Power, Video & Lighting Requirements during 375th Airlift Wing_s Memorial Day Concert on 27 May 01 at 2000 hours (8:00 pm) Parade Field Scott Air Force Base, IL. 1. GENERAL: The contractor shall furnish all labor, equipment, tools, materials, electricity, transportation, and supervision necessary to provide, video and lighting service during the 375th Airlift Wing_s Memorial Day Concert scheduled for 27 May 01 at 2000 hours. The contractor will also provide a generator to support all lighting, smoke machines and video projectors with necessary power. The contractor shall perform this service in accordance with applicable laws of the United States and the standards of the equipment manufacturing company. 2. WORK SCHEDULE: The contractor is responsible for scheduling and coordinating all work with the Contracting Officer_s Representative (COR), 375 CONS/LGCV and A1C Jesse Schartz, Asst. Producer, USAF Band of Mid-America (229-8133) to verify date and time schedules for setting up, testing equipment, technical rehearsals, dress rehearsals, actual event, and tearing down equipment. Schedule is as follows: 11 Apr 2001: Site Visit -- 2:30 PM -- Meet at Parade Field, Heritage Dr. Scott AFB 16 May 2001: Lighting programmer/operator to meet with commander and production representative at 9:00am at Band Conference Room (900 Chapman Drive, Bldg 864, Scott AFB) for lighting schemes, programming info and script cueing. This should be the same programmer/operator as the performance. 26 May 2001: Stage, electricity, video equipment and lighting setup time begins no earlier than 0700, and should be completed NLT 1700. Tech Reh 1 at 1800-2200 Equipment Operators_ presence required. The contractor will be present and available at Parade Field should there be any staging or equipment issues that need to be rectified (i.e., breakage, etc.). 27 May 2001: Dress Reh at 1300 Equipment Operators_ presence required. Tech Reh 2 at 1500 (Should an additional tech reh be required). Equipment Operators_ presence required. The Concert begins at 2000. Equipment Operators_ presence required. The contractor will be present and available at Parade Field should there be any staging or equipment issues that need to be rectified (i.e., breakage, etc.). TEARDOWN (2230 hours) The contractor will wait until the audience has cleared the area and will proceed to disassemble, pack and clear the stage, video and lighting equipment from the area. 3. WORK SITE: The 375th Airlift Wing_s Memorial Day Concert will take place at the Parade Field, Scott Air Force Base. In case of rain, the work site will be moved to Hangar One. Work areas shall be maintained in clean condition. The entire job site shall be left clean and free of debris after work is performed. Any holes drilled in field shall be repaired after teardown. 4. SCOPE OF WORK: There shall be a single contractor for the following line items, insuring that all contracted services and items create a single point of contact. A single line of communication is necessary to make the production aspect of the 375th Airlift Wing_s Memorial Day Concert as flawless as possible and to reduce confusion or redundant efforts. a. Provide staging, lighting and video equipment as follows: -- Ground-supported trusses for lights, screens, curtains and curtain legs (see diagram provided) -- Safety pennants will be attached to ground support (guy) wires. -- Provide black stage masking curtains for two sides (a total of four 8ft. curtain sections) on both side stages (8ft x 8ft). The masking curtains will be 10ft high above the stage level -- 120 each static PAR 64 style lights (with a variety of gel colors for dramatic lighting) -- 6 each Martin Mac 500 intelligent lighting -- 6 each cyber lights -- 2 each smoke machines that will fill side stages -- 2 each long-throw spot lights -- 2 each 10ft x14ft rear projection screens. -- 2 each 10,000 lumen video projectors (Provide cabling to run from stage to our video setup) -- Video requires choice of Firewire, S-Video, LNB, or RCA connectors -- All necessary stands, support structures, cables, connectors, controllers, adapters for all lighting, smoke machines and video projectors, or any machinery or equipment provided in this production -- Generator(s) to support all lighting requirements, smoke machines and video projectors with necessary power. The generator, when operating, shall not be heard in the vicinity of the stage or audience areas on Parade Field. b. The contractor to provide personnel to load in, setup, operate, tear down, and load out of all of the contracted equipment. 5. DAMAGE: The contractor shall exercise care in not damaging any facilities and/or grounds at Scott Air Force Base. Any damage determined to have been caused by the contractor or by the contractor_s representative(s) shall be repaired by the contractor at no expense to the US Government. Holes drilled in grounds shall be repaired after teardown. 6. PERSONNEL: Persons skilled and experienced in staging professional musical performances shall perform all work pertaining to the staging requirements. All technical equipment or machine(s) (Intelligent lighting, smoke machines, spotlights, consoles and switches) operators will be trained, certified and/or licensed to operate their respective equipment and/or machine(s).
