- This synopsis is for the procurement of commercial imagery exploitation software for displaying, exploiting and mensuration of NTM and commercial imagery, maintenance and licensing described as follows: MINIMUM REQUIREMENTS: 1. UNIX version, utilizing Solaris 2.6 or better, must be fully compatible with an X Windows emulator to a Windows NT, version 4.0 or better, workstation (25 license)(Windows NT Server version might be considered if all functionality available on the UNIX version is currently available.); 2. Capability to ingest TFRD 2.3 and 4.3 and decompress it on the fly (25 license); 3. Capability to chip from TFRD to NITF and retain RPC and ESD metadata (25 license); 4. E300 and E305 compliant (25 license); 5. Compatibility with Ruler 10.0 or better (25 license); 6. Capability to Geo-Reference textual annotation layer and overlay from image to image (25 license); 7. Capability to ingest DTED data (25 license); 8. Capability to ingest and overlay CADRG data (25 license); 9. Capability to mosaic and register images automatically without entering tie points (25 license); 10. Capability to ortho-rectify images (Optional) (3 license); 11. Capability to export NITF 2.0 or better (25 license); 12. Capability to create templates and chip/export images to a fixed size (25 license); 13. Compatible with VEXCEL scanned files (25 license); 14. Capability to ingest commercial and NTM native format (GeoTiff or NITF) with no conversion (25 license); 15. Capability to display vector graphics on a variety of map projections (25 license); 16. SPIA tag editor (25 license); 17. Capability to view image metadata (25 license); 18. Provide an indication of current and future MSI capability (Optional). Proposals shall include a short written response to confirm the capabilities of the software to meet each of the above-listed minimum requirements. The response shall include a written letter that the software is E300 and E305 compliant. The proposal shall list optional capabilities (add-ONs) of the software package, functionality provided, and price. The commercial software will be utilized on approximately 100 Windows NT workstations, with a "Floating License" capability. Pricing of a "Floating License" shall be included in the proposal. The exploitation system onto which the software will be installed has UNIX servers, Windows NT workstations, and uses an "X Windows" emulator, "Reflexations X," that allows the two operating systems to communicate. The software shall be capable of functioning in this configuration. The proposal shall include the cost of yearly maintenance, and a description of what is provided with the maintenance contract. Pricing for a second year of maintenance would be desirable, but is not mandatory. The proposal shall include the proposed delivery date and F.O.B. Destination pricing. Delivery shall be made to NIMA/GIX, Mail Stop L-27, 3200 South Second Street, St. Louis, MO 63118-3399. See Note 1.
