- Description
- The US Army ARDEC-TACOM, Picatinny Center for Contracting and Commerce on behalf of the Joint Program Office for Lightweight 155mm Howitzer (JPMO -- LW155) is seeking sources for increased production options for the period Fiscal Year 2005 through 2009 . The estimated increase is an additional 496 LW155 howitzers throughout the period. Essential characteristics of the LW155 in comparison to the current M198 155mm towed howitzer are: weight reduction from 16,000 lbs (M198) to 9,000; air transport via C-130 series aircraft increase from 1 howitzer to 2 howitzers; maximum rate of fire increase from 4 rounds per minute to 5 -- 6 rounds per minute; range maintained at 30km (assisted); emplacement time reduced from 8 minutes to less than 3 minutes; displacement time reduced from 11 minutes to less than 2 minutes; and primer mechanism from a manual single round system to auto-primer feed. All interested parties should submit a description of their corporate capabilities, past experience, proposed program plan/schedule, etc. to include associated literature. Your submission is required no later than 30 calendar days from the publication of this notice and should not exceed thirty (30) pages in total. We require that all data be submitted in digitized format using either (1) a direct transmission via electronic mail or (2) a 3.5-inch floppy diskette, 100MB zip drive, or 650MB CD/ROM sent via the U.S. Mail or Federal Express. All material must be submitted in Microsoft Office format: the proposal must be in Word format (Windows Platform); pricing/cost information must be in Excel format with all formulas intact(Windows Platform). Please identify the format in your transmittal. Large files that are e-mailed or are sent on a 3.5-inch floppy diskette need to be compressed using the utility called WinZip Version 8.0 or later, (http://www.winzip.com). SPECIAL NOTICE: There is a size restriction on electronic submissions made to addresses at TACOM-ARDEC via e- mail; the maximum file size that can be accommodated in the e-mail system is 15,000 KB. DO NOT send executable file(s) as a part of your submission. ARDEC's Internet E-mail Attachment Policy restricts distribution of the following types of e-mail attachments: VBS, WSH, EXE, COM, BAT, CMD, REG, SCR, JS, MSI, and MSP. If you use U.S. Mail or Federal Express, the proposal must be digitized on a 3.5-inch floppy diskette(s), a Compact Disk, or an Iomega Zip Disk (100 MB size), and labeled with the file names and formats (Word, Excel). Submission by Electronic Mail: We recommend that you use -- Commercially available mail utility software having access to the Internet; word-processing format: Microsoft Word (Windows Platform); spreadsheet format: Excel with all formulas intact (Windows Platform); encryption: You may choose to encrypt your proposal as an extra line of protection in electronic transmission. We are presently using commercially available public key encryption software called Pretty Good Privacy (PGP) http://web.mit.edu/network/pgp.html. Your encryption software must be compatible with PGP. You will have to provide the contracting officer with your public encryption key. We recommend a preliminary encryption software transmission test between your firm and the contracting officer/contract specialist identified in the solicitation. PGP is optional. Offeror's may elect to submit a hard copy in addition to the electronic submission in which case it shall be mailed within 30 days of publication of this notice to: Dept. of the Army, US ARMY TACOM-ARDEC, ATTN: AMSTA-AQ-APD, Mr. Louis Mondello, Jr., Bldg. 10, Picatinny Arsenal, NJ 07806-5000. This is a market survey, not a pre-solicitation notice. If a formal solicitation is generated at a later date, a solicitation notice will be published.
