- DESC: The US Army Special Operations Command, Fort Bragg, North Carolina has a requirement for a Trainer/Translator to develop curricula and train instructors and students in "survival" language training and cultural indoctrination, and who can provide oral and written French translations of sensitive and secret documents for the 4th Psychological Operations Group (PSYOP), Fort Bragg, North Carolina. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. All quotes must reference the Request for Quotation number USZA92-01-Q-0011. Solicitation document and incorporated provisions and clauses are those in effect through FAC 97-23. It is the Contractor's responsibility to be familiar with all applicable clauses and provisions. The North American Industry Classification System (NAICS) is 541930. The size standard is $5M. This requirement is unrestricted. BACKGROUND: The 4th Psychological Operations Group is responsible for training PSYOP soldiers and civilians in language readiness and culture for deployment in direct support of the USSOCOM mission to Kosovo and other areas in the Balkans. EMPLOYEE: The Contractor shall furnish one full-time Trainer/Translator with proven and verifiable abilities that can develop curricula and train instructors and students in "survival" language training and cultural indoctrination, and who can provide oral and written French translations of sensitive and secret documents. The contractor shall possess academic accreditation, IAW USASOC 350-22 (29 Jan 01) and shall be knowledgeable of all aspects of coordinating and managing military contracts. The Trainer/Translator shall be knowledgeable of managing translations of secret documents and developing foreign language course curricula for military units. Trainer/Translator shall demonstrate knowledge and understanding of the Army's language training program for Psychological Operations and shall have a minimum experience of four years developing language curricula and teaching military linguists. Trainer/Translator shall possess a native proficiency in the French language, as determined by the 4th Psychological Operations (PSYOP) Group Command Language Program Manager (CLPM) or by the Modern Language Association (MLA) Exam. The MLA Exam, if required by the CLPM, shall be arranged and paid for the government. Trainer/Translator shall possess proof of Defense Language Institute Foreign Language Curriculum (DLIFLC) Teacher Certification and have successfully completed the DLIFLC Program Language Manager's Course. Trainer/Translator shall possess typing and computer skills with Windows NT 4.0, MS Access, MS Excel and shall have experience working with military linguist databases, including "sensitive" files from the National Manpower Data Center. The contractor shall provide all training required to allow for performance of all functions required by this contract. DUTY HOURS: The Trainer/Translator shall be available for work 12 hours per day. Duty days shall primarily be Monday Friday with occasional weekend work required. Total duty hours shall not exceed 40 hours per week. PHYSICAL SECURITY: The individual contractors shall be responsible for safeguarding all Government property, and materials provided for contractor use. SECURITY OF CLASSIFIED ITEMS, SYSTEMS, AND INFORMATION: Contractor shall possess a SECRET clearance, IAW the DoD Industrial Security Manual, and have the ability to secure and award clearances to contract employees within 30 days of performance date. SPECIFIC TASKS: The Contractor shall assign a trainer/translator who is capable of performing the technical requirements of this task. a) Serve as the civilian coordinator of the PSYOP Mission Readiness Program (language) for training PSYOP soldiers and civilians deploying in support of USSOCOM missions in the Balkans. b) Develop language curricula to DLIFLC standards in direct support of the PSYOP Mission Readiness Program in both the Albanian and Serbian languages and culture. Provide detailed Plans of Instruction (POI) for use by teachers who will instruct soldiers and civilians deploying to the Balkans. c) Conduct training and indoctrination for native Albanian and Serbian instructors for use in the PSYOP Mission Readiness Program. Coordinate with PSYOP commanders and units for the times, places, and rosters for training of PSYOP soldiers and civilians deploying to Kosovo and other Balkan areas. d) Provide French translations and interpretations to PSYOP commanders for direct support of operations in NATO, KFOR, SFOR, and other Balkan areas. e) Assist commanders in the production of sensitive and secret French PSYOP "products" in print, radio, and television for support of USSOCOM missions the Balkans. f) Serve as the primary French translator and interpreter for all correspondence and communications with French command elements in NATO, KFOR, and SFOR; provide French translations for PSYOP "Reach-Back" operations (classified) worldwide. g) Provide detailed written and oral briefs in ENGLISH to PSYOP Commanders regarding the status and effectiveness of the Mission Readiness Program. h) Provide classified information and linguist data to PSYOP commanders from the files of the National Manpower Data Center. TRAVEL AND PER DIEM: Travel may be required to perform off-site support. Travel and per diem will be provided on a reimbursable basis. Contractor shall submit invoices to the contracting officer for approval for payment. Travel invoices shall be submitted with paid receipts for airline tickets, rental car, hotel, and any expense in excess of $50.00. GOVERNMENT FURNISHED RESOURCES: The Government will make available desks, work space, utilities, personal computer, local telephone access, and administrative supplies for Contractor personnel working at the government facility, as required. All Government resources shall be returned upon completion of this task. DURATION OF TASK: The period of performance for this task shall be 1 July 2001 through 30 June 2002. PROVISIONS AND CLAUSES INCORPORATED BY REFERENCE: The following Federal Acquisition Regulation (FAR) provisions are applicable to the acquisition: 52.212-1, Instructions to Offers-Commercial Items; 52.212-2, Evaluation Commercial Items, with the following evaluation factors inserted in paragraph "a" of the provision: "Award of the contract resulting from this solicitation will be made to the offeror whose proposal is deemed to represent the best value to the Government based on the following factors: Proposals will be evaluated on the contractor's representation of the experience of the personnel proposed, price, and past performance. Contractor's shall submit a proposal representing the experience level of the trainer/translator (personnel) proposed and their ability to meet the requirements outlined in the statement of work. This should be supported by a resume of the personnel proposed"; 52.212-3, Offeror Representations and Certifications-Commercial Items and Defense Federal Acquisition Supplement ; (DFARS) 252.212.7000, Offeror Representations and Certifications-Commercial Items are applicable to this requirement and offerors shall include a completed copy of the Representations and Certifications with their quote. The following FAR Clauses are applicable to this acquisition: 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, with the following clauses being applicable to the solicitation: 52.203-6 Alt I, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-41, 52.222-42. Additionally, DFARS 252.204-7004, Required Central Contractor Registration; 252.212-7001, Contract Terms and Conditions Required To Implement Statutes Applicable to Defense Acquisition of Commercial Items, with the clause 252.225-7024 applicable. U.S. DEPARTMENT OF LABOR Wage Determination No. 1994-2393, Revision No. 19, Dated 12/12/2000 is applicable to this contract. Copies will be provided via e-mail upon request. QUOTES ARE DUE: Quotes shall be received at HQ, USASOC, ATTN: AOCO (Barbara Bowles), Fort Bragg, North Carolina, 28310, not later than 2:00 p.m. ET, 15 May 2001. Fax submissions will be accepted at (910) 432-9345. Quotes shall include: (1) letter signed by an individual authorized to bind the organization with documentation demonstrating the proposed personnel meet or exceed the requirements outlined in the statement of work and in the evaluation factors listed in FAR Clause 52.212-2, Evaluation Commercial Items, (2) completed Representations and Certifications, and (3) acknowledgement of any amendments that may be issued. Any amendments that may be issued will be published in the CBD the same as this combined synopsis/solicitation.
