- 1. Fleet Battle Experiment JULIET (FBE J) Technology Discovery Conference (TDC) will be held at the SPAWAR Systems Center, Topside Facility, Point Loma, San Diego from 22 to 23 May 2001, from 0800 to 1630 each day. This notice serves as a data call to those who wish to be considered as candidate enabling technologies that support the initiatives in FBE-J. Selected candidates will be asked to present a status of the technology and concept for employment in FBE-J at the conference. The initiatives are in the following areas: * Assured Access -- To execute the "anytime, anywhere" component of the Navy's vision, the Navy must develop the capability to rapidly dismantle "area-denial" systems of sophisticated and overlapping threats designed to keep U.S. power projection forces from reaching positions to project power. FBE-J will experiment in the areas of Mine Warfare, including future organic systems, Anti-Submarine Warfare, Theater Air Missile Defense and Force Protection. * Information Knowledge Advantage -- Information Knowledge initiatives underpin experimentation in all warfare areas. FBE-J will investigate the use of a developmental Expeditionary Sensor Grid (ESG), including live and simulated future sensors/middleware and smart agent grid tools and sensor fusion methodologies and tools. Other IKA initiatives involve command/decision walls, digital target folders, collaborative toolsets and database interactions. * Forward Sea-Based Forces -- Rapid, sustainable force capabilities provided by the forward-deployed Navy-Marine Corps team. Forward-deployed naval forces shape the battlespace by seeding sensors, by establishing a scalable, interoperable command and control network for joint and coalition forces, and by early offensive action. FBE-J will look at the use of High Speed Vessels (HSV) in a variety of conceptual roles including Mine Warfare, Special Operations and ground force deployment/maneuver/redeployment. * Command & Control (C2)/Effects Based Operations -- FBE Juliet in conjunction with USJFCOM's Millennium Challenge 02 will examine effects based operations: shifting away from attrition warfare by balancing physical effects with effects that directly influence the adversary's beliefs and ability to exercise command. FBE-J will investigate an operational level Naval targeting process and doctrine development centered on the Joint Force Maritime Component Commander. The process and operational architecture will include deliberate targeting, time critical targeting, multi-mission platform deconfliction and ISR management and will require applicable tools for staff planning, decision making and execution. The basis of time critical targeting experimentation will be conducted using an experimental joint digital fires network and will investigate all areas of sensor and fires management through the detect-engage-access cycle. 2. The intent of the TDC is to allow an opportunity for industry to present mature technologies that can be used to enhance the Navy's warfighting capability by supporting the key initiatives during the execution of a Fleet Battle Experiment. 3. Check in 0730 -- 0800, 22 May 2001, at building A-33, SPAWAR Systems Center San Diego topside facility. Security clearance information (SECRET) for attendees must be faxed NLT 16 May 2001 to: SPAWARSYSCEN San Diego, Code D03541 (PL-TS), 49275 Electron Dr. San Diego, CA 92152-5435, fax: 619-553-6169, voice 619-553-3203 or DSN 553-3203 with questions, or to verify receipt of visit request. Include the words: "FBE J Technology Discovery Conference" on the fax. Security badges will be provided at building A-33 the morning of check-in. A conference fee of $10.00 will be collected. Directions to the facility can be found at the WebPages listed in the following paragraph. 5. Interested attendees must register to attend NLT 11 May 2001 by visiting the FBE-J website at (http:/www.nwdc.navy.mil/products/fbe/juliet/default.cfm) and supplying the information requested on the registration forms. Registered applicants will be notified on 14 May if their application has been accepted. Only accepted applicants will be invited to the 22-23 May conference.
