Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, #F41622-01-Q-0014, is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-16. The associated North American Industry Classification System (NAICS) for this procurement is 511199 and the small business size is 500 employees. The Government intends to issue a purchase order to renew compact disk (CD) technical information subscription for use in conjunction with the Environmental Compliance Assessment and Management Program (ECAMP), with Air Force wide user license. Distribution shall be for up to 300 individual addresses and shall include postage and handling paid for up to 300 CDs. The subscription shall be updated on a quarterly basis for twelve (12) months (4 quarterly updates). The CD shall contain the latest version of the "Folio" software or other database software with similar capabilities to power the technical informational database. All data on the CD must be fully searchable. All references to the CFRs in the environmental assessment protocols must be linked to the referenced CRFs in the CFR database. The subscription shall run from 01 Sep 01 to 31 Aug 2002. The CD shall contain the following: (1) CFR 29, OSHA parts 1900-1990 including IOSHA, (2) CFR 40, EPA all 16 volumes, air, water RCRA, SARA, and TSCA, (3) CFR 49, DOT parts 40, 100-499 and all HazMat tables, (4) The Environmental Assessment and Management (TEAM) guide including all the DoD Component Supplements, all fifty-four (54) State and Territory Supplements, Foreign Country Protocols, Component OCONUS (Outside the Continental United States) Supplements, and Overseas Environmental Baseline Guidance Document (OEBGD), (5) Federal Register including updates and changes to the above CFRs and (6) Training requirements for the above CFRs. The provision at FAR Part 52.212-1, Instruction to Offerors Commercial, applies to this acquisition. Offerors shall provide a complete copy of provision 52.212-3, Offeror Representations and Certifications-Commercial Items. Offerors shall address all requirements in this combined synopsis/solicitation, and shall provide clear evidence of understanding and the ability and willingness to comply with the Government's specifications of need. Failure to address a specification/requirement will be construed by the Government as inability to meet the need, or the offeror's taking exception to it. The Government anticipates awarding one order resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to this synopsis/solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) technical capability of the item offered to meet the Government requirements; and (2) price. The Government reserves the right to award a purchase order without discussions. Selection will be made in accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, Subpart 13.106-2, Evaluation of Quotations or Offers. The following FAR provisions apply to this solicitation: 52.212-1, Instructions to Offerors-Commercial; 52.212-4, Contract Terms and Conditions-Commercial Items; 52.232-33, Mandatory Information for Electronic funds Transfer Payment; and DFAR 252.204-7004, Required Central Contractor Registration. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, including subparagraphs (11), (12), (13), (14), (15), and (17).
