Description
The Department of Transportation (DOT) Transportation Administration Service Center (TASC), is releasing a Request for Proposal (RFP) for the purchase of anti-virus software for workstations that are running the Windows 98/NT/2000 operating systems. The acquisitions will include all virus signature updates and software upgrades for 2 or 3 years. The initial purchase will be for 6,600 client licenses, and may extend to over 75,000 throughout the contract period. This procurement is a full and open competition and will be conducted using FAR Part 12 (Commercial Items) procedures. The RFP can be downloaded at www.eps.gov (reference solicitation number DTTS59-01-R-00441 under the Department of Transportation, Transportation Administrative Service Center). This is the only method of RFP distribution (hard copies will not be issued) so FIRMS SHOULD NOT RESPOND TO THIS NOTICE BY REQUESTING TO BE PLACED ON A SOLICITATION MAILING LIST. A firm-fixed-priced indefinite-delivery/indefinite quantity contract with a three year ordering period is anticipated. The applicable NAICS code is 51121. The provision at FAR 52.212-1, Instruction to Offerors, applies to this acquisition. The provision at FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition; the evaluation factors to be used are product capability and price. The technical and price factors are of equal importance. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, (reference the RFP) with the offer. Offers are due by 4:30 p.m., Washington, DC time, on May 9, 2001 to Department of Transportation, TASC Acquisition Services, 400 7th Street, S.W. Room 5106, Washington, DC 20590, to the attention of Kathy Farrell. An original and two (2) copies are required. Late proposals shall not be accepted in accordance with 52.212-1. The offeror's proposal shall include 1) all relevant commercial literature (e.g., description of the services and products offered, specifications, etc.) and any supplemental information necessary to demonstrate the requirements of the SOW can be met and 2) proposed pricing (offerors shall complete the pricing chart included in the RFP and provide a commercial product price listing for all offered products/services with any proposed discount to DOT). When proposals are hand-carried or sent by courier service, the offeror assumes the full responsibility for ensuring that the offer is received at the location by the required time. All offers must be closed and sealed as if for mailing and fully identified on the sealed envelope. Offerors are hereby notified that the building located at the address stated above is a secure building and only uniformed couriers such as Federal Express, etc., will be allowed access into the building. All other couriers will be required to leave packages with the receiving dock for delivery by the departmental mail service. Departmental employees of TASC, Acquisition Services will not be responsible for picking up packages delivered to the lobbies or loading dock of the building. Facsimile proposals are not acceptable. All subsequent solicitation documents (e.g., amendments to the RFP and responses to questions) will be disseminated to offerors via the same method (i.e., posted at www.eps.gov). ATTENTION: Minority, Women-owned, and Disadvantaged Business Enterprises (DBEs)! The Department of Transportation (DOT) Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
