Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is (Request for Quotation) RFQ 60-01-066. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-24. This procurement falls within the definition of North America Industry classification code 334290. The small business size standard is 750 employees. The Forest Service in Region Four is soliciting competitive quotes on traffic counters with the following specifications: 1). Traffic counter (time interval recording) Sprite 2LP 39 each; 2). Traffic counter (time interval recording) Sprite 2LP/2RT (w/2 air switches) 17 each; 3). Data Reader (data HOG) 12 each; 4). Sprite serial cable 12 each; 5). Sprite trafman (software) 1 each; 6). Road Tube-Round Synthetic 1,000 feet; 7). EP 312 (road tube end plugs) 50 each; 8). PT-53(pigtail connector plug for LP) 283 each; and 9). W 14 RDL (inductive loop wire) 40,800 feet. Specifications for the traffic counter are as follows: Pulse inductance loop detection; programmable recording intervals of hourly or daily; up to two lanes of count; battery life 6-9 months; lockable lids with all locks keyed alike; programming via interal keypad/display or serial port connection to laptop PC; data retrieval with memory cards or with serial port connection to PC; must operate on currently available software that is IBM compatible; operational temperature range of 40 degrees F to 130 degrees; and includes 2 pigtails for inductance loops. Please furnish quotes for traffic counters along with specifications offered which most closely meets the above stated specifications. Basis of award will be best value to the government, which includes factors such as price, dependabilty, delivery and meeting specifications. Required delivery date is June 1, 2001. Delivery includes shipping to USDA-Forest Service, Attn: Brent Barney, 324 25th Street, Ogden, UT 84401. Offerors are to include a completed copy of the provisions at FAR 52.212-3 Offeror Representations and Certifications -- Commercial Items with offer. FAR clause 52.212-4,Contract Terms and Conditions -- Commercial Items applies to this procurement.
