Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is U40985 and the solicitation is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-24. The Environmental Protection Agency (EPA) anticipates that the contract will be awarded as a result of full and open competition. A firm-fixed price contract is anticipated. Award will be made using Simplified Acquisition Procedures. The desired delivery date is June 1, 2001 with the system to be delivered and installed at the U.S. EPA AWBERC, 26 W. Martin Luther King Jr. Drive, Cincinnati, OH 45268. The contractor shall provide an autotitrator system that will be used to measure the acid neutralizing capacity (ANC, also known as alkalinity and buffering capacity) of samples from streams and rivers which may have low conductivity. Detailed Specifications and Requirements are as follows: The autotitrator shall be capable of measuring the pH of low ionic strength samples and delivering both 0.1 N sulfuric acid titrant and a sodium nitrate ionic strength adjustor solution to the samples. The system shall also include an automatic sample changer capable of holding at least 16 samples of 50ml in volume. Low ionic strength pH electrode (under 200 micro siemens/cm). Computer and software capable of controlling the titration process from sample changing to dosing and post-analysis data processing. The computer must be at least 500 MHz with at least a 4 GB hard drive, CD-ROM, and a zip drive included. The computer must contain any additional cards necessary to operate the titrator. A printer capable of displaying the titration curves must be included. Preferably the printer will be a common type such as an ink jet printer. The software must run on a Windows 98 or later version operating systems. The software system must produce output tables in both ASCII and a spreadsheet format (e.g. MS Excel). The software system must be capable of performing a Gran calculation when determining the ANC value. Use of an additional software package to perform the Gran calculations is specifically unacceptable. The system must be capable of adding a fixed volume (0.3 ml) of ionic strength adjustor when necessary (not all titrations will require additions of ionic strength adjustor, however). The titrator must have a 5 to 10 ml buret capable of delivering 0.01 ml of titrant or less. The software system must be able to adjust the volume of titrant so that lower volumes are delivered near the inflection point of the titration curve and larger volumes are delivered at other points on the curve. The system shall be capable of rinsing the electrode and other components contacting the sample during sample switching. The system should allow such rinsing to occur without the need for including rinse beakers in the sample changer in order to reduce the likelihood of sample cross-contamination. The system shall allow for a balance to be connected to weigh the sample (a balance should NOT be included in the autotitration system). The system must be capable of accepting at least 1 additional titrator for future expansion. The system must be installed on-site in fully operating condition. The contractor shall provide on-site training to the local operators. The contractor's quote shall include a separate price for a 12 month warranty period (to include parts, labor, and travel). The associated North American Industry Classification System (NAICS) code is 334516 and the size standard is 500 employees. The following FAR provisions shall apply to this solicitation: 52.212-1, Evaluation-Instructions to Offerors Commercial. All offerors are to include with their offer a completed copy of provision 52.212-3, Offeror Representations and Certifications -- Commercial Items. The following FAR clause applies to this acquisition: 52.212-4, Contract Terms and Conditions-Commercial Items. The following additional FAR clauses which are cited in clauses 52.212-5 are applicable to the acquisition: 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36, Affirmative Action for Handicapped Workers; 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era; 52.222-41.
