THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE AWARD WILL BE MADE USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-24. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. However, this acquisition is unrestricted and all interested offerors may submit a quote. The National Institute of Standards and Technology (NIST) has a requirement for a Goettfert Rheotester 2000 or equal comprised of the following components: 1) #519000 Rheo-Tester 2000 Basic Unit with PC and pre-installed software, 2) #514606 Power Supply 1 x 115V, 3) #513160 Test Chamber up to 400C, 4) #509310 Heater Element up to 400C, 5) #513166 Capillary Block D=12mm, 6) #513163 Test Barrel Set D=12mm, 7) #519025 Test Piston Reception, 8) #509300 Thermocouple for round hole capillary with holder and screwed joint, 9) #519014 Thermovoltage Amplifier, 10) #423235 Round hole capillary 30mm x 1mm, and 11) #881160 Pressure Transducer with Amplifier. The Goettfert Rheotester 2000 has the following salient features/specifications: High-Pressure Capillary Rheometer, Single-bore -- single die, Microprocessor controlled temperature controller with up to 4 heater circuits for a range of 60C to 400C, Temperature variation over time less than +/-0.2 degrees C, Spatial temperature distribution from 60 to 300C of +/- 0.5C or less, Spatial temperature distribution from 301C to 400C to be +/- 1C or less, Accuracy of temperature measurement to be 0.1C or less, Shear rates with 1mm diameter capillary of 0.1s-1 or less to 22,000 s-1 or greater with a resolution of .1s-1 or less, At least 40cm of clearance beneath the die with a width of 20cm or more, and Single die system with a capillary die block that is separate from the piston block The contractor shall deliver all line items FOB Destination, to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. Delivery is required 90 days after receipt of order. The items above have been identified by a "brand name or equal" description, which is intended to be descriptive, but not restrictive, and is to indicate the quality and characteristics of products that will be satisfactory. The Government will award a purchase order resulting from this combined synopsis/solicitation to the responsible offeror whose quotation, conforming to this synopsis/solicitation, will offer the best value to the Government, price and other factors considered. The following will be used to evaluate quotations: 1) Technical capability to meet agency need, 2) Past Performance, and 3) Price. Technical and Past Performance are more important than price. The provision at 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions applies to this acquisition, including subparagraphs: (1) 52.203-6. All offerors shall submit the following: 1) Three (3) copies of a quotation which address all items; 2) Technical description and/or product literature; 3) Description of commercial warranty; 4) Two (2) copies of the most recent published price list(s); 5) A list of two (2) contracts/purchase orders completed during the past three years for similar equipment with the following information: Name of contracting activity, contract number, contract type, total contract value, contracting office, and telephone number, and program manager and telephone number; 6) A completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items which may be downloaded at www.arnet.gov/far. 7) Software licenses, if applicable to this requirement.
