Description
The Government anticipates the purchase of implantable pacemakers with atrial and ventricular leads (Brady) and Defibrillators (Tachy) products on a consignment basis and may make multiple indefinite-delivery, indefinite-quantity awards to vendor(s). Consideration for award will be made to one or more vendors for a high percentage of market share based on best pricing; quality, patient tolerance, physician preference, standardization, response time for product and service, and cost will be evaluation factors along with other cost factors of Returns, Warranty, Prompt Payment Discount, Shipping, Commercial Credit Card acceptance, Delivery time, on-Site service during implants or for follow-up; any of the medical centers located in this VISN 13 area (Sioux Falls, SD, Fargo, ND, and Black Hills Health Care System -- Fort Mead/Hot Springs, SD) will standardize to products of vendors offering best value to the government, i.e. vendors are requested to submit best pricing based on market shares of 90%-10%, 80%-20%, 70%-30%, or 60%-40%, etc. Interested persons may identify their interest and capability to respond to this requirement and to submit proposals by June 13, 2001. This notice of intent is for competitive proposals. Vendor(s) must service all VAs in VISN 13 Sioux Falls, SD, Fargo, ND and Minneapolis, MN. We are seeking significant savings due to commitment by VA for a high percentage of business to one or more vendors; whichever vendor(s) provide the largest discount and continues a high-performance service level will win VA's market share for up to three (3) years; vendor(s) will consign at least one of each product they offer and will charge for and replace only upon implant; the government will not pay for any product in advance.
