Description
NASA/GSFC plans to issue a Request for Quotation (RFQ) for the services of the coating of the SWIFT radiator surfaces. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to solicit the services from AZ Technology, Inc., in Huntsville, AL, under the authority of FAR 6.302-1 Only One Responsible Source. The SWIFT radiator surfaces must be coated with AZW-LAII paint, based on the following criteria: 1) must use the same batch of paint used to paint the witness samples for qualification; 2) absorptance = 0.09 +/- 0.01, emittance = 0.91 +/- 0.01 (hemispherical emittance); and 3) paint adheres after thermal vacuum cycling of the radiator at GSFC (8 cycles, -110 degrees Celcius to +50 degrees Celcius). AX Technology, Inc., is the manufacturer of the AZW-LAII paint. There is no other space-tested paint available in industry that meets the above thermal specifications. In addition, the SWIFT radiator surfaces will not meet design requirements without the thermal properties listed above. Therefore, other coatings, such as optical solar reflectors or silver teflon, will not meet SWIFT requirements. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 05/10/2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
