Description
The Department of Health and Human Services, Health Resources and Services Administration, (HHS, HRSA) has a requirement for a contractor to conduct an analysis and determination of an appropriate formula used to calculate indirect medical education (IME) payments to children's teaching hospitals. The HRSA Bureau of Health Professions (BHPr), Graduate Medical Education Branch anticipates that this Project will be conducted in two Phases. The purpose of Phase I will be to: 1) to assess the formula currently used by the Children's Hospital Graduate Medical Education (CHGME) program in calculating IME payments for children's hospitals; 2) develop an analytic workplan for developing an analytically justified IME payment formula that is specific to children's teaching hospitals; and 3) develop recommendations for assessing the impact of IME payments provided by the CHGME program on children's hospitals. The purpose of Phase II will be to implement and test recommendations for the development of an analytically justified IME payment. Prospective offerors must possess extensive experience and expertise in operations research, health economics, hospital finance, and health services research with a special focus on pediatrics, and graduate medical education. Additionally, offerors shall demonstrate knowledge, experience, and research related to the characteristics of teaching hospitals, the populations they serve, and estimations of costs associated with these characteristics, as compared with non-teaching hospitals. Experience in assessing these costs for children's teaching hospitals is important to the successful completion of this project.
