- Description
- The U.S. Environmental Protection Agency intends to negotiate on a sole source basis with Horiba Instruments Inc, for the service of furnishing all labor, supervision and equipment necessary to provide Remedial and Preventative Maintenance on all Horiba Instruments Inc benches, CVS units, dynamometers and instrumentation at the U.S. Environmental Protection Agency, 2565 Plymouth Road, Ann Arbor MI 48105. Negotiations shall be conducted pursuant to the authority of 41 U.S.C. 253(c)(1) which allows for contracting without full and open competition if there is only responsible source. The Horiba MEXA 7000 series analyzer benches are password protected and only the manufacturer's personnel have access. The Preventative Maintenance will be performed once in every six (6) month period on dates determined by the US EPA. The Preventative Maintenance will include inspection and testing of equipment and the contractor shall clean, adjust and lubricate specified equipment according to the manufacturer's recommendations and guidelines. The contractor shall provide Remedial Maintenance when equipment or a system is inoperative or operating with diminished capability. The contractor's technician shall be on the job within seventy-two (72) hours of being notified of a request for service. All service will be performed during normal U.S. EPA working hours. Required parts will be paid for by the Government. The contractor must obtain approval from the US EPA on-site Project Officer before replacing any parts. The period of performance is May 22, 2001 through November 23, 2001. The contract shall allow the government the option to extend the period of performance for one (1) additional 6-month period ending May 23, 2002. This notice of intent is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to the requirement by submitting appropriate documentation to the office identified above, Attn: Les Bodine. Documentation must be received by EPA within 15 calendar days after the date of publication of this synopsis in order to be considered by the EPA. A determination by the Government not to compete this proposed contract based upon assessment of responses to this notice is solely within the discretion of the Government.
