Description
Maintenance and repair of the Government-owned electrical distribution system at White Sands Missile Range, with primary emphasis on the high-voltage parts of the system. Maintenance and repair includes replacement of the following items on an "as required" basis: wood utility poles, self-supporting steel utility poles, cross-arm assemblies, insulator pin assemblies, insulators, switches, ACSR, service wire 600 volt, jumpers, guy assemblies, single phase pole mount transformers, single phase pad mount transformers, three phase pad mount transformers, metering, street lighting, secondary wire 600 volt, underground Primary, conduit, fused secondary disconnects 250/600 volt, non-fused secondary disconnects 250/600 volt, secondary distribution panel single/three phase 250/600 volt, secondary circuit breakers single/two/three pole 250/600 volt, secondary circuit breakers, single/two/three pole 250/600 "I" line, pin and sleeve twist lock receptacle, primary fuses up to 25 KV and secondary fuses 600 volt and below. Maintenance and repair includes maintaining the electrical substation and installing raptor protection devices. The Government will award a firm-fixed price, task order "C" contract for the services. Individual tasks will be assigned by bilateral modification of the contract. The backlog for maintenance and repair of the electrical distribution system at White Sands far exceeds potential funding. Funding is not expected to exceed $1.5 million per year, and tasks will be assigned based upon priority of need as funding becomes available. This requirement is a 100% set-aside for Small Businesses. The applicable NAICS code is 235310, Electrical Contractors. The small business size standard is $11.5 million average annual receipts for the last three fiscal years. The period of performance will be a base period of two years, with three one-year option periods. The solicitation will be posted on the RMAC, White Sands web cite approximately fifteen days after this notice appears in the CBD. See Note 1.
