- Work Statement: Storet Interface Module Enhancements EPA Region 8 recently developed a STORET Interface Module (SIM) that allows users to load Project, Station and Result information into the Nation's STORET database. SIM is Oracle based and interacts directly with the STORET Oracle tables. Although SIM is still in Beta testing mode, it is already being welcomed as a powerful tool that users are excited about. In response to these user reactions and in cooperation with EPA Headquarters, Region 8 is now looking for a contractor who can expand the functionality of SIM and perfect its relationship to STORET. The selected contractor will: 1) Assess the SIM II database and institute changes to improve the tool's performance 2) Institute a procedure by which SIM II will immediately update the STORET EISN's in a way which minimizes hits on performance 3) Change the import column headers to mimic labels in the STORET GUI application 4) Improve the SIM Help screens to reflect a high degree of creative simplicity 5) Re-design the module's opening screen with input from EPA 6) Create a procedure that loads Elevation information within the Station input format 7) Establish a method by which Sample Collection Procedures, Gear Information and Sample Transport and Storage Defaults can be passed with Results through SIM 8) Work with EPA HQs and Region 8 staff to perfect the way in which Characteristic Groups and Row Ids are handled in SIM 9) Perfect SIM's Personal Oracle distribution and create a distributable server implementation 10) Provide beta user support for these changes Awards will be based on price and best value. To determine best value, EPA will evaluate the quotations based on the following criteria: 1) Knowledge of STORET and the use of SIM, 2) Experience with water quality data and the user community, 3) Knowledge of Oracle application development, 4) Ability to respond to individual work requests in a creative and timely manner, and 5) The hourly job cost and estimated number of hours. The respective reasons for these criteria are that SIM must enforce STORET's integrity rules which are enforced by the application as opposed to the Oracle database, this module must mimic the way water quality professional do business, the contractor's own solutions will be highly valued and cost value is always important. The contractor will be reimbursed for travel expenses at the government rate. Please submit a brief proposal that includes: 1) A one page, concise description of your experience with STORET and your understanding of SIM. 2) A general work plan. 3) An hourly cost proposal with projected numbers of hours. 4) Three professional references.
