- NASA/LaRC plans to issue a Request for Quotation (RFQ) for Quality-Control and Analysis of Aircraft Microphysical Measurements from Surface Heat Budget of the Arctic (SHEBA), First (International Satellite Cloud Climatology Project) Regional Experiment(FIRE)and Arctic Clouds Experiment (ACE)(SHEBA/FIRE.ACE). The contractor shall develop code to objectively combine FIRE.ACE measurements from the NCAR C-130 FSSP, 260X, CPI, 2D-C and 2D-P particle sizing probes; propagate the new code to work with data collected by the Canadian (MSC) Convair 580 aircraft during FIRE.ACE; incorporate improvements of Ice Water Content; and compute particle size distributions, concentration, Liquid Water Content, etc. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from Stratton Park Engineering Company, Inc. (SPEC), who is the only responsible source and no other supplies or services will satisfy Agency requirements. SPEC is the manufacturer of the cloud particle imager (CPI) which was deployed on all three in situ aircraft that participated in SHEBA/FIRE.ACE. SPEC also operated the instrument on the NCAR C-130 during SHEBA/FIRE.ACE and has developed custom software that is used to process data from the CPI. This work will use as its foundation, several man-years of code development that would have to be re-developed by any party other than SPEC and these costs are not expected to be recovered through competition. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 10, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
