- Description
- The National Imagery and Mapping Agency intends to negotiate an award on a sole source basis in accordance with FAR 6.302-1 with Mainstay Software Corporation, 7853 Arapahoe Court, Suite 2500, Englewood, Colorado 80112. Mainstay Software Corporation will provide four (4) copies of the Proposal Pricing and Analysis System (PPAS) software. NIMA has an immediate need for a tool/process that facilitates Proposal Evaluation & Analysis to include but is not limited to the following.(1) Should be able to do cost and price analysis of current baseline, proposals (ECP's RFC's) and budget (2)Has the ability to analyze the "fine print" of a proposal (3) Eliminate the administration and use of multiple spreadsheets (4) Increase the speed and the efficiency of change proposal (ECP) analysis by providing an electronic forum for proposal evaluation by multiple users (5) Serves as a highly assessable database to support analysis with an Earned Value system such as WINsight (6) Reduce the risk of defective pricing as a result of detailed proposal visibility (7)Provides the Government with a tool to do "apples to apples" comparisons of prime and subcontractor proposals (normalization (8) Provides the PMO with a joint domain with the contractor providing a level playing field for negotiations. (9) Should support out year budget scenarios, appropriations, "what if?" scenarios. This notice of intent is not a request for competitive proposals. No formal solicitation package is available. Vendors who believe they have the capability should respond in accordance with Numbered Note 22. The Government will not be responsible for any costs incurred in responding to this notice. Award is anticipated fifteen (15) days after publication of this notice. See Note 22.
