- This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in FAR Subpart 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number N00164-01Q-0182, applies and is issued as a request for quotation (RFQ). In accordance with FAR 19.502(a). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-24 and DCN 20000606. The North American Industry Classification System (NAICS) code for this acquisition is 332994. The Small business size standard is 500. The above request for quote is a total small business set aside. The requirement is a follows: CLIN 0001 a quantity of 244 Boxes (1000 rounds per box) of 7.62 X 39mm Blank Cartridge. The item being procured is identified a 7.62X39mm blank cartridge. The 7.62X39mm Blank cartridge is being procured for use in the AK47 and/ or Chicom Type 56 Rifle. The weapon is fitted with a blank firing adapater which is attached on the muzzle. The orifice size of the blank firing adapter is 0.173 inches. The 7.62X39mm Blank cartridge shall consist of a brass or steel cartridge case, a boxer of berdain primer (standard 7.62X39MM primer) and smokeless propellant. The 7.62 X 39mm blank cartridge shall conform to the dimensions described in ANS/SAAMI Z299.4 dated 1992 or later. The blank cartridge shall meet the dimensional requirements of a full-up cartridge as described ANSI/SAAMI Z2994.4 . PERFORMANCE SPECIFICATION/REQUIREMENTS. The projectile end of the cartridge case shall be crimped in such a fashion as to allow chambering in a normal manner when the cartridge is fed from a standard AK47 or Chicom Type 56 magazine. The crimp shall also be sealed with a sealant. The sealant is required to keep the smokeless propellant from "leaking" out of the cartridge case. After firing, the cartridge case shall not open in such a manner as to impede normal extraction and ejection. The cartridge case shall have a sufficient amount of smokeless propellant to allow the weapon to function normally when fired in the semi or full automatic mode when the weapon is fitted with a blank firing adapter utilizing a 0.173 inch orifice. The blank firing adapter is fitted to the muzzle end of the weapon. The above is a sole source to Engineering Specialty Products, Inc. DBA Manufacturing Research, 954 Florida Avenue, Rockledge, Fl. 32955. Any company other than MRI, would be required to pay for testing for WESERB approval. Delivery is required F.O.B. Crane, In 47522, 30 days after award of order. Final inspection will be at NSWC, Crane, IN. A Firm-Fixed Price purchase order will be awarded using Simplified Acquisition Procedures.
