- Description
- The Agency for Center for Disease Control and Prevention, National Center for Health Statistics, through the Program Support Center. Plans to award a 3 month sole source simplified acquisition to Balgobin Nandram. The anticipated date of award is May 21, 2001. The objective of this contract is to provide technical expertise for developing appropriate models to adjust nonignorable nonresponse for NHIS or NHANES data. The Contractor Shall be responsible for but not limited to the following tasks: 1. Provide technical expertise in the selection of variables and appropriate models for nonignorable nonresponse estimation. 2. Model selection procedure will be carried out to select the best fitting models among a set of competing models. This will involve computation of Bayes factor when proper priors are used and variance measures when there are improper priors or otherwise. 3. On the selected model, residual analysis will be done to assess the goodness of fit using cross validation. this is both a mathematical and computation task for the nonresponse problem since the components (i.e., conditional means and variances) do not exist in closed forms. 4. Investigate robustness to the assumptions associated with the nonresponse model. 5. Perform simulation studies to assess the accuracy of the selected model using quantities like mean squared error. 6. Obtain both selection and pattern mixture models and compare their performance on the same quantity of interest (e.g., the finite population mean or the finite population proportion). The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the Government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
