- Description
- (i) This is a combined synopsis/solicitation for Commercial Items prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This notice constitutes the only solicitation; price quotes are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a Request for Quotation (RFQ). (iii) The solicitation document and incorporated Provisions and Clauses are those in effect through Federal Acquisition Circular 97-23. FAR Clauses and Provisions are available via internet address: http://www.arnet.gov/far/. (iv) This acquisition is not set-aside for small business concern. The North American Industry Classification System (NAICS) is 334511/750. (v) RFQ's are due no later than 27 Apr. 2001, Local Time: 2:00 P.M. (vi) Only authorized OEM representatives shall be considered. Interested contractors shall submit a letter of authorization from the MFG with quotation. (vii) DESC: The Coast Guard Maintenance and Logistic Command Atlantic intends to award a contract to Offshore Systems Limited to provide 24 hour telephone technical support, post warranty, for the Ecpin Aton Electronic Chart Display and Information System (ECDIS) installed on US Coast Guard cutters, 225/WLB and 175/WLM class. Service required includes operator support and technical assistance to determine hardware repair requirements, software debugging, chart anomalies. As the original equipment manufacturer, Offshore Systems Limited is deemed the only responsible source capable of providing the required service. The contractor shall provide the following: -- Telephone technical support for 16 Coast Guard WLM (Keeper Class) / WLB (Juniper Class) cutters (located in AK, AL, FL, HI, MD, ME, NC, NJ, PA, RI, TX,VA) consisting of telephone consultation with the organizational maintenance activity. Onboard technical assistance maybe required as operational demands occur. -- Access to telephone assistance for listed cutters 24 hours, 7 days per week from 0800 through 1700 Pacific Standard Time (excluding holidays). Service shall consist of the following: a. Frontline support for shipboard operations b. End user operator support and technical assistance c. Determine need for action of the following 1. Hardware repair 2. Software bug reporting and/or work around 3.Chart Anomalies d. Initiate Hardware Resources to effect repair -- Onboard Corrective Maintenance. Perform corrective maintenance of the installed ECPINS ATON ECDIS equipment at designated cutter locations. Onboard visits will be directed on a case-by-case basis. -- The contractor shall maintain a call log of all calls received and made in support of the cutters. The contractor shall provide a copy of the call log to the Coast Guard monthly. Call log will include contact times, relevant site, calling individual, contact telephone number for calling individual, nature of problem, disposition or instruction given by contractor. Quarterly summaries of telephone support calls made by the cutter shall be sent to the Coast Guard. -- Contractor will only invoice for actual service provided. Coast Guard will only pay for services provided. -- Contractor to provide rates based on day of week, holiday schedule, regular and after hours, minimum charge per call. (viii) Contract Period: 1 May 2001 -- 30 September 2001, with 5 option years. (xi) Federal Acquisition Regulation (FAR) Provisions that applies to this RFQ: 52.212-1, Instruction to Offerors-Commercial Items (Oct 2000), 52.212-3, Offerors Representations and Certifications-Commercial Items (Feb 2001). 52.212-4, Contract Terms and Conditions-Commercial Items (Mar 2001), 52.212-5, Contract Terms and Conditions-Required to Implement Statues or Executive Orders-Commercial Items (Feb 2001) applies as follows: paragraph (a), (b) (5), (7), (11), (12), (13), (14), (15), (19), and (25), (c) (1), (d), (e). In compliance with the said clause, the following additional FAR Clauses 52.252-2, Clauses Incorporated by Reference (Feb 1998) as part of and apply to this RFQ: 52.232-8, Discount for Prompt Payment (May 1997), 52.246-1, Contractor Inspection Requirements (Apr 1984), 52.217-8 Option to Extend Services (Nov 1999) 52.217-9 Option to Extend the Terms of the Contract (Mar 2000), 52.237-3 Continuity of Services (Jan 1991). (xii) Please read, complete and provide all information in FAR Provisions 52.212-1 and 52.212-3. No consideration will be given to quotes lacking this and any other information set forth in this solicitation.
