Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) sub part 12.6, as supplemented with additional information included in this notice. The Air Force Medical Logistics Office/Veterans Affairs Special Services intends to negotiate on a sole source basis with Motion Analysis Corporation. The US Navy-San Diego is developing a 3D laboratory to study gait analysis, motor control, balance and falls. The requirement is for a REAL-TIME Passive Marker motion capture system that can capture such motions and quantify the data to be integrated to analog data channels. The system shall include 8 high-speed cameras with tripods and or railing-clamp mounts, with red variable intensity strobe lights, and utilize a passive marker technique to capture data. The cameras shall accommodate frame rates from 1, 2, 5, 10, 15, 30, 60, 120 to 240 Hz allowing for long capture times of 20 minutes of data capture without the use of video tape (VCR devices). However, the system shall have the capability to read 2D camera images (marker data) from VCR tapes to be reconstructed into 3D coordinates if necessary. The system shall provide for post processing (3D Reconstruction) of 2D camera images using an automated, subject and user developed template for identification of markers and marker trajectories. (3D Manual digitizing from video records is not acceptable). The system hardware shall be 100% capable of providing 3D Real-time stick figures, 3D Real-time Musculographic animations with supporting 3D real-time kinematic graphs and real-time kinetic graphs. The vendor shall provide documented and industry published references and sources of static and dynamic and precision tests on their real-time and post processing systems demonstrating and indicating in a 4m x 2m x 2m volume: a)No differences in Static Angle accuracy measurements (+/- .5 degree) in their post processing and real-time systems, b)No differences in static or dynamic linear displacements accuracy measurements (+/- .5 mm) in their post processing and real-time systems, c) No differences (+/- 5% Coefficient of Variation) in a static precision measurement of 1000 mm in their post processing and real-time systems, d) No differences (+/- 5% Coefficient of Variation) in a dynamic precision measurement of 90 mm and 500 mm linear displacement and at a pre determine angle in their post processing and real-time systems. The System shall operate using a single camera, capturing and digitizing a 2D human movement to be quantified and integrated with kinetic data as well as multiple cameras, capturing and digitizing a 3D human movement to be qualified and integrated with kinetic data. The system shall be microprocessor controlled, high resolution video cameras custom designed specifically for 3D motion capture with increased stability and extremely low noise, utilizing a digital PLL technique to only provide centroid data for 3D reconstruction. These cameras shall be switchable, non-interlaced and operate to a maximum of 240 hz in both non-real-time and real-time. The system shall Capture 64 channels of analog data in perfect synchronization with video data. The system shall include a 21" threshold monitor to facilitate easy camera positioning. The system shall use a data collection NT Computer to integrate Video and Analog data. The systems data tracking (processing) NT computer shall digitize and process 3D collected data. The system shall use a 3D kinetics and kinematics software program that is user defined utilizing pull down menus to calculate collected data. The use of a 3D program that requires the users to create script language, computer code writing or related key line, command driven programs shall not be accepted. This program shall incorporate: a) Import data from the processed 3D data files, b) Provide a data base for project and patient record files, c)Provide a project group analysis feature to conduct an analyses of the project base upon the user defined criteria for all data collected for the project database. d) The ability to plot graph of single or multiple trials, with the ability of plotting mean and standard deviation. Create Tables of user defined columns and rows of data e)Ability to create a quality control criteria to accept and or reject any trial and conduct and analysis of accepted or rejected trial(s). f)The ability to calculate surface markers to joint centers g)User defined coordinate system (Global or joint coordinate system) h)Integrate and synchronize kinetics and kinematics in a single report. i)System administrator controls to protect projects j)Operate on the supplied system Windows NT computer. Calibration process that incorporates a two staged process of: a) static calibration to create the lab coordinate system and identify the lab's force platform locations relative to the video system, and b) dynamic 3 point wand calibration that expands the static calibration to the user defined volume and also linearizes the cameras, creates the camera/lens distortion mapping and utilizes such files for each clinical trial to insure the integrity of data collected is in camera calibration. The user shall be able to mix lens sizes (6 mm, 12 mm etc) during collection and change lens at will utilizing an automated wand calibration to recreate the camera's calibration. The system shall include editing features to edit 3D data as individual X or Y or Z trajectories, or edit the same as a 3D coordinate and one trajectory. The system shall provide raw, unfiltered and not smoothed 3D trajectories to enable the user to select the appropriate Butterworth filter on all trajectories or user selected trajectories. The system shall output data in the following formats -- .anc, .anb, .trb, .trc, .P3D, .C3D,. .htr, and .htr2 as well as, data output in Excel formats for creating customized graphs and charts. The system shall include installation including optimizing camera parameters and calibration volume in relation to the intended application as well as comprehensive training in instrumentation set-up, camera calibration including principles of operation and data acquisition procedures (1 day). The system shall include telephone and e-mail support during the warranty period The system shall include file compatibility with the San Diego Childrens Hospital, Rehabilitation Institute of Chicago, West LA VA Medical Center, VA Martinez, VA Palo Alto, VA Long Beach, Cleveland Clinic Foundation, and The Mayo Clinic for collaboration of data on balance, gait, and falls. The system shall be cleared for marketing in accordance with the Food and Drug Administration for clinical use. The system shall be installed in at least eight other locations to insure a sufficient volume of business that the vendors has a substantial vested interest in providing continued support for this system. The vendor shall commit to providing continuing development for their gait analysis product, and shall maintain the ability to upgrade this system to the current commercial gait analysis capabilities for a period not less than six years following delivery of this unit. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Because this equipment is also a brand name requirement, Government believes Motion Analysis Corporation is the only vendor that can satisfy the agency requirements described above. A J&A for Other than Full and Open Competition has been prepared in support of this acquisition. Delivery, which shall be FOB Destination, shall occur not later 30 October 2000. No solicitation is available.
