- Description
- This Pre-Soliciation Notice is issued for the purpose of advising offerors of the Government's requirement for Engineering, Technical and Logistical Services that either directly support or relate to the overall Command Control Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) Program. The purpose of this contract is to provide Space and Naval Warfare Systems Center Charleston with Engineering, Technical and Logistical Services for a large number of Government procured/managed C4ISR equipment and systems which include, but are not limited to Ships Signal Exploitation Equipment (SSEE), Navy Network Operations Center (NOC) suites, Fleet Submarine Broadcast System (FSBS), Automated Digital Network System (ADNS), Shipboard Meteorological and Oceanographic Observation System (SMOOS), Combat Direction Finding (CDF), Navy EHF Communications Controller (NECC), Submarine HF Systems, Mini-DAMA, Automatic Surface Observation System (ASOS), Submarine Communications System Component Equipment, Navy Standard Integrated Personnel System (NSIPS), EHF Communications System, Digital Modular Radio (DMR), Naval Modular Automated Communications System II (NAVMACS II), Submarine Floating Wire Antenna Systems, VHF/UHF Land Mobile Communications Systems, Joint War Fighting Center Suite, Naval Tatical Command Support System (NTCSS) and Integrated Shipboard Network System (ISNS). All services provided under this contract shall be limited to performance of engineering, technical, logistical, administrative requirements on the above type of C4ISR systems/equipment. The following typical tasks shall be performed on the C4ISR systems or equipment to the extent required under individual Delivery/Task Orders issued to this contract: analytical, design, technical, and engineering services, installation planning and equipment/system fabrication, modification, installation, and testing services, technical documentation and life cycle maintenance services, training and familiarization material development and implementation, surveys and corrective action. The contractor must have the capability to participate (within 60 minutes of notification) in planning and working sessions at SSC-C facilities in the Charleston, South Carolina and Portsmouth, Virginia areas. The contractor shall be experienced in the design of shipboard and shore C4ISR system upgrades, installation, maintenance and testing as applied to the associated systems/ equipment for which SSC-C has support responsibility. At the time of the proposal submission a Secret Facility Clearance is required authorizing access, generation and storage of SECRET material. Personnel qualifications -- the Government requires the contractor to provide highly skilled and experienced personnel in several specific disciplines for engineering and technical roles. Resumes shall be required for these individuals. Performance of work shall take place at any location afloat or ashore, world-wide. Oral presentations may be required under this solicitation. Potential Sources Sought Synopsis No. 50D239 was issued on February 8, 2001 and a determination was made to issue this Solicitation under Full and Open Competition Procedures. The size standard associated with the NAICS Code, 541330, is $20 Million. This announcement is a PRESOLICITATION NOTICE. A solicitation will be posted in the new future to the SPAWAR E-Commerce webpage. A Cost-Plus-Fixed-Fee, (with ceiling caps) Indefinite-Delivery, Indefinite Quantity (IDIQ), service type contract (with task orders), for a base year and four (one-year) option periods will be awarded.
